Accordingly, the urban economic development of Hanoi city will be fast, effective and sustainable, contributing to the innovation of the growth model, mobilizing and effectively using all resources to continue promoting the role of growth engine, the ability to lead the rural areas, the capital's economy and the capital region's economy; making an important contribution to making Hanoi by 2030 become the center, the driving force for the development of the Red River Delta, the key economic region of the North and the whole country; deeply integrating internationally, having high competitiveness with the region and the world , striving to develop on par with the capitals of developed countries in the region. The urban economy of Hanoi still has a lot of room and many great opportunities for development in the coming time. The historical inner city area is limited from the south of the Red River to Ring Road 2, which is the area to preserve the cultural heritage of Thang Long, the traditional values ​​of Hanoi people; the historical inner city area includes 4 districts: Ba Dinh, Hoan Kiem, Dong Da and Hai Ba Trung. The expanded inner city area is limited from Ring Road 2 to the Nhue River, which is the area to develop new urban areas, cultural centers, services - trade at the City level with high quality, modern architecture. Developing the urban economy in the direction of: rapid, effective and sustainable is the main direction, throughout the process of managing and operating the urban economy of Hanoi city. Clean and green growth is based on accelerating the shift of the urban economic structure towards strong development of clean, safe and environmentally friendly production sectors and fields; Improve service quality, strongly develop digital economy, circular economy, sports, tourism and highly competitive service industries. Economic growth is based on knowledge economy, thoroughly exploiting achievements of science and technology and improving innovation capacity. Economic growth is based on smart urban system linked by urban chain and the connection between urban economy and neighboring rural economy on the basis of developing new economic models: digital economy, sharing economy, circular economy, night economy,... Combining growth in breadth (associated with urbanization, expansion of land area and urban population scale) with growth in depth based on improving urban quality and the ability to exploit, use rationally, economically and effectively input resources in production, business and urban services activities. Strive to have e-commerce sales account for 10% of the total retail sales of goods and consumer services in the city by 2025, and increase by 20% by 2030; the average annual growth rate compared to the previous year is about 20%; the added value of accommodation and catering services increases by about 15 - 20%; the added value ofeducation and training increases by 20 - 25%; the added value of healthcare services increases by 25 - 30%; the added value of arts, entertainment and recreation services increases by about 20 - 25%. Aiming to build Hanoi into a high-level, high-quality trade and service center of the country and the region; bringing the quality of most types of services to the top level of the country; aiming at the standards of capitals of ASEAN countries and developed, advanced countries , to achieve the goals by 2025, with a vision to 2030, urban areas need to focus on implementing specific tasks towards improving the quality of existing services and developing high-quality service types, organizing the operation of a number of new trade and service business models with high added value and continuing to consolidate, in line with the trend of international integration, promoting the achievements of the Fourth Industrial Revolution.
