During the period 2021-2025, Son La province was allocated over 5,653 billion VND from the National Target Program 1719 (Program 1719) to implement 10 projects aimed at developing the socio -economic conditions of ethnic minority and mountainous areas. The projects focus on: addressing land shortages for housing and production, and access to clean water; resettlement and stabilization of the population; forest protection contracts; support for value chain production; investment in electricity and essential infrastructure; development of education and healthcare; preservation of ethnic culture; promotion of gender equality; and support for ethnic groups with very small populations.
Mr. Thao Xuan Nenh, Deputy Director of the Department of Ethnic Minorities and Religions, said: As the permanent agency for the program, the Department has advised the Provincial People's Committee on capital allocation and issued guiding documents in accordance with regulations. At the same time, it has proactively monitored, inspected, and coordinated to resolve difficulties and accelerate the implementation of projects. As of June 2025, the entire province has disbursed 3,666 billion VND, reaching 64% of the planned capital, which is a high level compared to the national average.
After nearly 5 years of implementation, the entire province has gradually resolved land issues for housing and production for 640 households; built 85 water supply projects serving more than 8,200 households; and arranged and stabilized the population at 17 locations with 956 households. At the same time, more than 160 rural transportation projects, 190 community centers, and over 140 other infrastructure projects have been renovated and newly built. In addition, more than 70,600 workers have been connected to jobs and received vocational training; and over 7,800 poor and near-poor people have received vocational training...
During the 2021-2025 period, Son La province has 202 communes inhabited by ethnic minorities, of which 126 communes are in Zone III. Implementing Program 1719 and related projects, by early 2025, the province will have reduced the number of extremely difficult communes by 18, leaving 116 communes. By the end of 2024, the poverty rate among ethnic minorities will have decreased to 14.2%; 98% of communes and 78.3% of villages will have roads leading to their centers; 100% of schools, classrooms, and health stations will be built with solid structures; and 98% of ethnic minority households will have access to the national power grid and clean water.
Quynh Nhai is one of the localities with a high disbursement rate for Program 1719, with nearly 166.5 billion VND, reaching 88.3%. Mr. Lo Thanh Thuy, Vice Chairman of the District People's Committee, said: The district has intensified propaganda and effectively implemented component projects. Many projects have achieved a disbursement rate of over 90%, such as support for land for housing, production land, and clean water; planning and resettlement of residents; and investment in infrastructure serving production and the lives of ethnic minorities. As a result, the poverty rate in the entire district decreased from 8.4% in 2021 to 3.7% by mid-2025, contributing to promoting the construction of new rural areas.
Over the past five years, Quynh Nhai district has invested over 40.3 billion VND to support people in resettlement. Specifically, it has built 10 centralized water supply systems, provided decentralized water supply to 379 households, built houses for 33 poor households, and supported the resettlement of 128 households. In addition, it has provided 888 breeding cows, 258 cages for black catfish, and 30 hectares of coffee plantations for 216 households in the communes of Chieng Khay, Muong Gion, Ca Nang, Nam Et, and Muong Sai. As a result, the lives of resettled people have gradually improved.
The family of Mr. Lo Van Tien, from Muong Sai commune, Quynh Nhai district, received 10 kg of catfish fingerlings as support. Mr. Tien said: His family focuses on raising fish in cages on the hydroelectric reservoir. To date, the model has developed 20 cages with about 1,000 catfish, selling at 90,000 VND/kg, bringing the family an income of over 100 million VND per year.
In Phu Yen district, the program's funding is allocated strategically, prioritizing the resolution of urgent infrastructure and production issues. The district has invested in 95 essential projects such as roads, irrigation systems, markets, schools, health stations, cultural centers, and power grids, with a total budget of 237.2 billion VND. Simultaneously, sustainable agricultural and forestry development projects have been implemented, contributing to increased income for ethnic minority communities.
Regarding the forest protection and development program, Phu Yen district provided 5.2 billion VND in support, planting over 140 hectares of new production forests and contracting the management and protection of over 8,280 hectares of forest to 312 households and 7 community groups in 9 communes. Mr. Mui Van Nguyen, from Van Yen village, Tan Phong commune, said: "In 2022, my family received 6 million VND/hectare to buy seedlings, so we planted 4 hectares of teak trees. Thanks to this policy, many households have the opportunity to develop economic forests, greening barren land and creating a sustainable source of income."
Program 1719 not only contributed to investing in essential infrastructure, but more importantly, it changed mindsets and practices, raising people's awareness of economic development and the construction of new rural areas.
