Attending the ceremony were Senior Lieutenant General Tran Quoc To, member of the Party Central Committee, Deputy Minister of Public Security. On behalf of the leaders of Thai Nguyen province, there were comrades: Trinh Xuan Truong, Secretary of the Provincial Party Committee; Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Provincial People's Committee; leaders of a number of departments, branches, and representatives of local Party committees, authorities and relatives of comrade Phan Van Thanh.
On the morning of October 1, the authorities of Thanh Cong commune received an urgent report that three children had been swept away by floodwaters. Without hesitation, comrade Phan Van Thanh, head of the security and order protection team of Xuan Ha 1 hamlet, and two residents called for support and bravely jumped into the rushing water to save the children. Thanks to their timely actions, the three children were brought to shore safely. Speaking at the ceremony, Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security, acknowledged and commended the brave action of Phan Van Thanh, who did not fear danger and selflessly saved the lives of three children in the flood.
Senior Lieutenant General Tran Quoc To requested local Party committees, authorities and political systems to continue to pay attention to and promote the role of forces participating in protecting security and order at the grassroots level; at the same time, fully implement the regime and policies for relatives of comrade Phan Van Thanh.

Provincial Party Secretary Trinh Xuan Truong sent his regards and deep gratitude to the relatives of comrade Phan Van Thanh. The Provincial Party Secretary affirmed that comrade Phan Van Thanh's brave act of saving people is a shining example of bravery and sense of responsibility of the grassroots security forces in times of danger. The Provincial Party Secretary requested the relevant agencies and units to complete the dossier and request the State to consider posthumously awarding the title of martyr to comrade Phan Van Thanh.

In gratitude for the bravery of comrade Phan Van Thanh and in sympathy with the difficulties of his family, the Ministry of Public Security, the Provincial Party Committee, the People's Council, the People's Committee, the Vietnam Fatherland Front Committee of Thai Nguyen province and the Thai Nguyen Provincial Police Department have given financial support and encouragement to the family. In addition, the Provincial Police Women's Association has accepted to be the "Godmother" of comrade Phan Van Thanh's two children until they grow up.
