Attending the ceremony were Lieutenant General Tran Quoc To, Member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of Public Security. Representing Thai Nguyen province were: Trinh Xuan Truong, Secretary of the Provincial Party Committee; Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, and the Provincial People's Committee; leaders of several departments and agencies; and representatives of local Party committees, authorities, and relatives of Comrade Phan Van Thanh.
On the morning of October 1st, authorities in Thanh Cong commune received an urgent report that three young children had been swept away by floodwaters. Without hesitation, Comrade Phan Van Thanh, head of the security and order protection team in Xuan Ha 1 hamlet, along with two local residents, called for help and bravely jumped into the raging floodwaters to rescue the children. Speaking at the ceremony, Lieutenant General Tran Quoc To, Deputy Minister of Public Security, acknowledged and praised the courageous act of Comrade Phan Van Thanh, who selflessly risked his life to save three children during the floods.
General Tran Quoc To requested that local Party committees, authorities, and the political system continue to pay attention to and promote the role of forces participating in protecting security and order at the grassroots level; and at the same time, fully implement the regime and policies for the family of Comrade Phan Van Thanh.

Provincial Party Secretary Trinh Xuan Truong extended his deepest condolences and gratitude to the family of Comrade Phan Van Thanh. The Provincial Party Secretary affirmed that Comrade Phan Van Thanh's courageous act of saving lives is a shining example of bravery and responsibility of grassroots security forces in times of danger. The Provincial Party Secretary requested that relevant agencies and units complete the necessary documentation and propose that the State consider posthumously awarding Comrade Phan Van Thanh the title of martyr.

In gratitude for the bravery of Comrade Phan Van Thanh and to share the difficulties with his family, the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Vietnam Fatherland Front Committee of Thai Nguyen province, and the Provincial Police Department have provided financial support and encouragement to the family. In addition, the Women's Association of the Provincial Police Department has become the "Godmother" of Comrade Phan Van Thanh's two children until they reach adulthood.
