Developing urban railway network: Establish planning level, soon complete pre-feasibility report

Along with the development plans of centrally-run cities, Da Nang is promoting the establishment of a master plan for the development of the urban railway network, showing the urgency as well as the important role and tasks of this planning project.

Planning level

The development orientation of the urban railway network of Da Nang city (old) and Quang Nam province has previously been included in local planning.

After the merger, when integrating the urban railway network into the common development space, reviewing, adjusting and updating the planning becomes a necessary requirement to ensure compliance with the new orientation, including the development of urban railway projects combined with urban development according to public transport orientation (TOD).

Sharing local experience, Mr. Phan Cong Bang, Director of the Ho Chi Minh City Urban Railway Management Board, said that it is necessary to have a master plan or a comprehensive study on the urban railway network to solve many problems on urban railway lines, such as: priority investment lines, traffic connection solutions, energy, ticket cards...

According to Mr. Nguyen Cao Minh, Director of Hanoi Urban Railway Management Board, the urban railway planning project with route directions, related construction locations... is prepared according to the order and procedures of the Urban Planning Law.

At the same time, early determination of land acquisition boundaries to organize and implement site clearance work and urban development areas according to the TOD model.

In the project, TOD areas need to have all planning criteria loosened in the direction of maximum urban compression, promoting the capacity of the transport infrastructure to the ceiling. In particular, TOD area planning is a reverse planning, leading from the bottom up for higher-level planning above, meaning that zoning plans and general plans are adjusted and changed according to TOD area planning to develop the city in the direction of taking public transport as the backbone.

According to Director of the Management Board of Priority Infrastructure Investment Projects of Da Nang Le Thanh Hung, reviewing and establishing a master plan for the urban railway network of Da Nang city is necessary.

Because the current planning of the city is not yet complete, lacking in-depth research due to lack of experience.

The urban railway network is not yet optimal, the control center, assembly, maintenance, train repair (depot) and the locations of stations and intersections have not been clearly identified... Urban development areas according to the TOD model have not been planned and there is no plan to prioritize investment in urban railway lines.

Master planning will ensure consistency and uniformity in planning, technology, and standards; optimize investment costs; and avoid technical overlap...

Selection of consulting contractor

Mr. Le Thanh Hung said that the Management Board of Priority Infrastructure Investment Projects in Da Nang has proposed to the city a plan to conduct a bidding to select an international contractor to provide consultancy on the master plan for the urban railway network in Da Nang city.

The selected international contractor will develop a unified technical standards framework applicable to the entire urban railway network in Da Nang city; and review the overall planning of the city's urban railway network.

At the same time, identify and propose urban railway route directions, station locations, terminal stations, depots, control centers (OCC), urban development areas according to the TOD model, underground space... Along with that, identify urban railway routes that are prioritized for investment, develop investment plans...

The Management Board of Priority Infrastructure Investment Projects in Da Nang has also proposed that the city prioritize the implementation of a mass rapid transit (MRT) line from the center of Da Nang city to Hoi An and Chu Lai, in which, phase 1 is proposed to be implemented from the center of Da Nang city to Hoi An.

In addition, the board is assigned to carry out related tasks on project management and operation in the form of public-private partnership (PPP) investment.

In addition, build a specialized coordination mechanism between relevant units to speed up the progress of deploying and implementing urban railway projects in Da Nang city.

It is known that there are 2 investors interested in investing in the urban railway project from Da Nang city center to Hoi An and developing the urban area according to the TOD model.

Complete the pre-feasibility report soon

On November 20, at a meeting on the implementation of the urban railway line in Da Nang city, Central Party Committee member and City Party Secretary Le Ngoc Quang directed relevant departments, branches, sectors and units to urgently coordinate to complete the pre-feasibility study report on the city's urban railway project.

At the same time, make an implementation plan and assign responsibilities to agencies and units with specific completion timelines to carry out work on schedule;

Coordinate with central ministries and branches to report to the National Assembly to request approval to pilot specific mechanisms and policies to develop urban railway projects in Da Nang city similar to Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Ho Chi Minh City and Hanoi...
