Na Bung is a border commune, mainly inhabited by Mong ethnic people, accounting for more than 95%. The commune has a natural area of more than 15,000 hectares, fragmented terrain, and a sparse population living in 16 villages. At the same time, it is a difficult highland area, with limited transportation and infrastructure, and uneven educational levels... these are the factors that lead to difficulties in implementing digital transformation.
The Na Bung Commune Digital Technology Team was established to promote digital transformation, improve the capacity and rate of using online public services in residential areas, thereby saving costs and time for people. With nearly 20 members, the Na Bung Commune Digital Technology Team has implemented many practical activities, becoming a bridge for local authorities in propaganda and dissemination of policies and guidelines of the Party and State, directly supporting and guiding people in using smart technologies, e-commerce, public services, etc.

Mr. Ho A Pao, Vice Chairman of Na Bung Commune People's Committee, said: After 4 months of establishment and operation, TCNSCĐ has conducted 15 propaganda sessions, instructing people in villages and hamlets in the area about the benefits and ways to use online public services, electronic payment platforms and applications of the commune. Up to now, the implementation of VneID electronic account identification has reached 98%, the activation of electronic identification accounts has reached 97.1%, and the collection of electronic identification for agencies and organizations in the area has reached more than 90%. From the achieved results, in the coming time, the Team will continue to promote propaganda, raise people's awareness in digital transformation as well as guide people to apply digital technology in production, business, install and use applications to serve the essential needs of life.
Direct propaganda sessions in villages are carried out flexibly, suitable for each locality. Along with that, in addition to guiding people to access and use digital technology, TCNSCĐ also integrates, disseminates and propagates the state's mechanisms, policies and laws to each person.
Mr. Sung A Ho, Deputy Chief of Na Bung Commune Police, member of TCNSCD said: Up to now, people in the villages have gone to the fields, it is very difficult to gather people in the village during the day. In order to increase the rate of people being exposed to, participating in instructions and using digital technology, most of the propaganda sessions are held in the evening, when people have free time, finishing their work in the fields for the day. In addition to the content related to digital transformation, the propaganda sessions will integrate and answer people's questions on issues such as: Propagating traffic laws, collecting weapons, preventing fires and explosions, fraud in cyberspace... so that people can grasp and follow.

Noc Coc 2 village, Na Bung commune has 94 Mong ethnic households, with difficult economic life (more than 70% are poor households). Particularly in the highlands, about 90% of the young people in the village go to work far away, mainly in industrial parks outside the province. The people in the village are all elderly, women and children. Therefore, the number of people using digital technology applications is still limited.

Mr. Vang A Plau, Head of Noc Coc 2 village, shared: Young people in the village all work far away, rarely know how to use digital technology utilities, and people's understanding is not high. In the village, there are cases of using smartphones and being scammed on the internet, losing money, so people are still hesitant when coming into contact with digital applications. After being propagated and explained by TCNSCD, we basically understand the official apps and applications that serve the essential needs of life. At the same time, we have more experience and understanding of how to prevent and avoid scams on the internet.

It can be seen that, despite many difficulties in terms of terrain, infrastructure and people's education level, with the active participation of the Community Digital Technology Team, digital transformation work in Na Bung commune has had clear changes. On-site training sessions, flexible and close-to-people methods have helped people gradually access technology, boldly use digital services and improve their ability to protect themselves in cyberspace, gradually grasp digital transformation, towards building a strong digital community, contributing to socio-economic development and improving the quality of life for people in border areas.
