The Standing Committee of the Ho Chi Minh City Party Committee has just issued a plan to implement Directive No. 34 (dated May 24, 2024) of the Secretariat on strengthening the Party's leadership in social housing development in the new situation.

The purpose of the plan is to promote the role of Party committees and organizations at all levels, the responsibility of state management agencies, and mobilize the strength of the entire political system in improving the quality and effectiveness of social housing development in Ho Chi Minh City.

Identifying social housing development as a priority task in socio -economic development, associated with the responsibility of each agency, unit, organization, and individual, especially the role and responsibility of the leader.

Meet the housing needs of low-income people, workers, laborers in industrial parks, export processing zones, poor households, people with revolutionary contributions, people affected by natural disasters, climate change and beneficiaries of social housing support policies according to the provisions of law.

Include social housing development targets in the system of 5-year and annual socio-economic targets of Ho Chi Minh City. Strive to complete the social housing development targets by 2030 according to the Prime Minister's Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030" and the unified Ho Chi Minh City Housing Development Program.

Increase support level, simplify procedures

To achieve the above objectives and tasks, the Standing Committee of the City Party Committee requests to implement solutions focusing on reviewing, developing and promptly promulgating regulations, mechanisms and policies related to social housing development under the authority of Ho Chi Minh City. Increase the level of housing support for beneficiaries of social housing support policies.

Promote administrative procedure reform, create favorable conditions for businesses, organizations and individuals to participate in investing in social housing development, and for beneficiaries of support policies.

Implement planning and arrangement of independent social housing projects or commercial housing projects in convenient traffic locations, connected to industrial centers.

Mobilize and effectively use capital sources for social housing development; prioritize the timely and appropriate allocation of state budget capital to ensure the implementation of social housing development goals.

Strengthening the effectiveness and efficiency of state management, innovating methods and models for managing and developing social housing; promoting the application of information technology and digital transformation; decentralizing and strongly authorizing localities in developing social housing.

The Standing Committee of the City Party Committee assigned the Ho Chi Minh City People's Committee Party Committee to lead the City People's Committee to direct agencies to perform corresponding tasks. Specifically:

Assign the Department of Construction to take the lead in advising on the establishment of a Steering Committee for social housing development and implementing social housing support policies; urgently propose specific solutions and tasks to complete the goal of building at least 1 million social housing units as directed by the Prime Minister; issue policies to attract domestic and foreign private economic sectors to participate in social housing development; issue support policies and increase the level of support for policy beneficiaries...

Assign the Department of Finance to add social housing development targets to the system of 5-year and annual socio-economic development targets of the locality; propose solutions to mobilize and effectively use capital sources for social housing development; prioritize the allocation of appropriate state budget capital...

Assign the Social Policy Bank - Ho Chi Minh City Branch, the City State Financial Investment Company, and the City Housing Development Fund to urgently review, synthesize reports to competent authorities for consideration, and promptly remove related difficulties and problems to effectively implement the social housing support loan program...
