Developing Phu Quoc into "a tourism center with Vietnamese identity and international stature"

After surveying the actual situation, on the afternoon of March 30, Politburo member and Prime Minister Pham Minh Chinh and the working delegation worked with the Standing Committee of Kien Giang Provincial Party Committee and leaders of Phu Quoc city on the city's socio-economic development situation and resolved proposals for Phu Quoc to develop quickly and sustainably in the coming time.

Also attending were Minister of Home Affairs Pham Thi Thanh Tra, Minister of Culture, Sports and Tourism Nguyen Van Hung, Minister of Construction Nguyen Thanh Nghi, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh; Secretary of Kien Giang Provincial Party Committee Do Thanh Binh; leaders of several central ministries and branches.

With an area of 593km2, more than 40 islands, and a population of nearly 150,000 people, Phu Quoc city, Kien Giang province has an important position in terms of economy, national defense and security, and is an important regional and international traffic hub.

After 3 years of implementing the Resolution of the 12th Congress of the City Party Committee, Phu Quoc has achieved and exceeded 13/30 targets compared to the Resolution of the Congress. In 2023 alone, the value of agricultural, forestry and fishery production reached 4,530 billion VND, reaching 102.95% of the plan; the value of industry and construction reached 21,077 billion VND, reaching 99.39% of the plan. Notably, Phu Quoc attracted 2.84 million visitors, an increase of 23.03% over the same period. Budget revenue was 7,812 billion VND, an increase of 44.54% over the same period.

Regarding investment attraction, the City currently has 322 projects under implementation, of which 52 projects have been put into operation with an area of 1,182.74 hectares, total investment capital of VND 17,389 billion; 78 projects are under construction with an area of 4,367 hectares, total investment capital of about VND 198,308 billion and 181 projects are implementing investment preparation procedures with an area of about 4,626.39 hectares, total registered capital of about VND 168,092.3 billion.

The fields of culture, society, education and training, people's health care, social security policies, labor and employment have been given attention and well implemented; national defense and security have been ensured; Party building and the political system have been strengthened, achieving important results.

Speaking at the meeting, ministers and leaders of ministries and branches said that Phu Quoc has developed quite "hotly" in recent times. Therefore, administrative management, planning management; land and forest land management and use; management of construction order, urban areas, environment, mineral resources, crime, social evils, compensation, complaint settlement, etc. are sometimes limited.

Delegates also said that with the orientation of building Phu Quoc into a major tourism, resort, service and commercial center, the city's infrastructure is still limited, and resources for Phu Quoc's development are few. Therefore, there needs to be a special mechanism to mobilize resources to meet Phu Quoc's development needs.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that Phu Quoc has a strategic location, many distinct potentials, outstanding opportunities, and competitive advantages in developing services and tourism compared to many other localities.

The Party, National Assembly, Government, and Prime Minister have many resolutions, decisions, and plans to develop Phu Quoc quickly and sustainably, becoming a modern tourism center, a center of culture, services, logistics, developing the marine economy, and cultural industry; at the same time, requiring policies to mobilize resources to develop Phu Quoc according to the set goals, especially non-state resources.

Resolution 78/NQ-CP of 2022 of the Government promulgating the Action Program to implement Resolution No. 13-NQ/TW dated April 2, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045, clearly states: Focus on building Phu Quoc into a center of high-quality services, eco-tourism, sea and island tourism of national and international stature, connecting with major economic centers in the region and the world.

The Prime Minister acknowledged and highly appreciated the efforts and achievements that Phu Quoc city has made; at the same time, he pointed out that Phu Quoc must solve the problem of rapid development, which is not really sustainable and does not rely on science and technology, innovation, and startups; and resolve bottlenecks in infrastructure, water resources, and environmental sanitation.

Emphasizing the need to build Phu Quoc island city to develop rapidly, sustainably, and ecologically, becoming a modern tourism and service center, strongly developing the marine economy and cultural industry of international stature, the Prime Minister pointed out the key tasks and solutions in the coming time to achieve the set goals.

Accordingly, it is necessary to continue to specify the guidelines, policies, laws of the Party and State, and approved plans to have a suitable and effective implementation roadmap, closely following, exploiting and promoting distinct potentials, outstanding opportunities, and competitive advantages.

According to the Prime Minister, Phu Quoc must mobilize and unleash all development resources, taking internal resources as fundamental, strategic, long-term, and decisive, combining harmoniously and effectively with external resources as important, breakthrough, and regular; combining central resources, local budgets, loans, sponsorships, and social capital, especially the public-private partnership mechanism.

With the viewpoint of “overall, long-term, strategic planning, implementation can be phased, suitable for resource conditions” and “resources come from thinking, motivation comes from innovation, strength comes from the people,” the Prime Minister directed Phu Quoc to focus on developing a synchronous and modern infrastructure system in terms of transport, urban, social, tourism, cultural, education-training, healthcare, digital transformation, information technology and environmental infrastructure, and climate change response.

Along with that, focus on implementing breakthroughs in training high-quality human resources, ensuring human resources for development needs, especially in the fields of digital economy, green economy, circular economy, sharing economy, knowledge economy; have appropriate policies, encourage and diversify training types and attract high-quality human resources to serve the city's development.

The Head of Government requested to focus on building a modern healthcare system to care for and protect the health and lives of people and tourists, especially in emergency cases; to do a good job of protecting the environment and ecology on the basis of mobilizing the entire political system to participate and raise people's awareness; to focus on protecting forests and marine ecology to develop ecotourism and resort tourism; to promote the heroic historical and cultural traditions and identities of Phu Quoc and Kien Giang; to combine internal and external strengths, domestically and internationally; to create conditions and encourage activities for green and sustainable development such as developing cultural industries and organizing major conferences.

The Prime Minister also pointed out that Phu Quoc must promote administrative reform, improve the investment and business environment, cut administrative procedures, reduce hassles, provide maximum support to people and businesses, put itself in the position of people and businesses to solve problems in the spirit of "harmonious benefits, shared risks," working together, winning together, developing together.

Phu Quoc must do a good job in preventing and combating corruption and negativity; thoroughly resolve issues related to land; strictly implement approved planning, resolutely handle violations; avoid fragmentation; build a clean and strong Party and political system, a streamlined, effective and efficient apparatus; streamline the payroll associated with restructuring and improving the quality of cadres, civil servants and public employees; improve the leadership capacity and fighting strength of Party organizations and Party members; firmly protect national defense, security, and sovereignty over seas and islands, ensure social security, take people and businesses as the center and subject, leave no one behind, ensure peace for people and tourists, do not sacrifice progress and social justice to pursue mere economic growth.

Prime Minister Pham Minh Chinh believes that Phu Quoc tourism will develop in a green, sustainable direction, with its own identity in the overall identity of Vietnamese tourism; contributing to affirming the Vietnamese tourism brand on the world map./.
