Criticizing local leaders and units for slow disbursement of public investment capital

On the morning of June 9, the Provincial People's Committee held an online meeting to listen to reports from departments, branches and localities on a number of contents on the progress of disbursement of capital construction; national target programs; socio-economic recovery and development programs; progress in implementing the plan to purchase assets from the state budget for the fields of health, education - training and vocational training in 2023; removing difficulties in the work of acceptance and settlement of completed and ongoing traffic works...

According to the report of the Department of Planning and Investment, the total public investment capital plan for 2023 according to the resolutions assigned by the Provincial People's Council is 6,404 billion VND, to date the disbursement value has reached 1,819 billion VND, equal to 28.3% of the plan. For the capital source in 2023 according to Decision No. 1513 dated December 3, 2022 of the Prime Minister assigned is 5,341 billion VND, to date the disbursement value has reached 1,801 billion VND, equal to 34% of the plan.
According to the report of the Ministry of Finance , by the end of May 2023, Lao Cai was in the group of provinces and cities with high disbursement rates nationwide (the national average reached 19.7%) and ranked first among the provinces in the Northern Midlands and Mountains region.
Regarding the disbursement of capital for national target programs, up to now, 225.2/873.3 billion VND of central budget investment capital has been disbursed, equal to 26% of the plan; current public service capital has been disbursed 15.3/998.5 billion VND, equal to 1.5% of the plan.
Regarding the procurement of assets from the state budget for the fields of health, education - training and vocational training, the total cost of asset procurement in 2023 is 527.9 billion VND. Up to now, agencies and units are carrying out procedures for configuration consultation, price appraisal, and bidding. No unit has made disbursement payments (disbursement rate is 0%).
Regarding the removal of difficulties in the acceptance and settlement of completed and ongoing traffic works, the representative of the Department of Transport and Construction said: The unit has worked with localities and agreed on a plan to review and supplement reinforced longitudinal ditches and road signs for some works that have not been guaranteed; agreed on a plan to handle difficulties in the quality management, construction, and acceptance of completed and ongoing traffic works.

At the meeting, representatives of departments, branches and localities also focused on clarifying difficulties and obstacles in disbursing capital sources and implementing projects in the province.

Speaking at the meeting, Mr. Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee, said: The province's guiding viewpoint is to be resolute, determined, closely and specifically focused on removing difficulties in the disbursement of capital sources. All levels, sectors, localities and units must uphold the spirit of responsibility, dare to think, dare to do, and eliminate the fear of taking responsibility in implementing tasks. At the same time, it is necessary to be proactive and closely coordinate between relevant units in reviewing and removing difficulties for the common good. When there are problems, departments and sectors must study, clearly respond in writing and provide instructions on how to implement them for localities. Localities are requested to register the progress of disbursement of capital sources on a monthly basis. For the last 2 months, it is necessary to register the progress of implementation every 15 days.
Concluding the meeting, comrade Trinh Xuan Truong, Chairman of the Provincial People's Committee emphasized: Disbursing capital sources is an important task, contributing significantly to promoting socio-economic development, especially economic growth of the province, demonstrating the responsibility of the heads of agencies, units and localities. Therefore, the more difficult it is, the more we must unite, try, be responsible, worry, and be unified from top to bottom, mobilizing the participation of the entire political system to speed up the disbursement of capital sources for the common development of the province.
The Chairman of the Provincial People's Committee frankly criticized the Chairmen of the People's Committees of Muong Khuong, Simacai districts, and Lao Cai city for the progress of capital disbursement for basic construction below the national average; criticized the Principal of Lao Cai College for not being able to disburse capital for equipment purchase (over 140 billion VND); reminded the Chairman of the People's Committees of Bac Ha and Bat Xat districts and the Head of the Provincial Construction Investment Management Board for the first time because the disbursement rate was lower than the provincial average. At the same time, he commended the Chairmen of the People's Committees of Bao Yen, Bao Thang, Van Ban districts and Sa Pa town for their efforts to achieve disbursement results above the provincial average.

The Chairman of the Provincial People's Committee said that the reason for the delay in disbursing capital for basic construction investment, career capital and purchasing medical, educational and vocational training equipment was due to the low sense of responsibility of some agencies, units and localities, especially the role of the leaders. Many local leaders, agencies and units did not have a firm grasp of the implementation situation, only focusing on pointing out difficulties and obstacles without proposing solutions. The guidance of departments and branches did not focus on the core, leading to delays in the implementation process.
The Chairman of the Provincial People's Committee requested Vice Chairman of the Provincial People's Committee Nguyen Trong Hai to chair a meeting with departments and branches to resolve difficulties in site clearance. Regarding public investment capital, it is imperative to disburse all capital transferred from 2022 to 2023. The Department of Planning and Investment authorized localities to approve residential arrangement projects. Lao Cai College urgently completed procedures to disburse capital... Localities are requested to make efforts to deploy disbursement of capital for basic construction investment. By July 15, Muong Khuong, Simacai districts and Lao Cai city will disburse at least 20% more capital; Bac Ha and Bat Xat districts will disburse at least 15%; Bao Yen, Bao Thang, Van Ban districts and Sa Pa town will disburse over 10%. From July 15 onwards, maintain the disbursement rate of over 10%. Strive to disburse all capital for basic construction in 2023.
In addition, departments, branches, localities and units need to focus on reviewing difficulties and obstacles to propose plans and solutions to remove difficulties in disbursing capital sources and difficulties in purchasing assets from the state budget for the fields of health, education - training and vocational training in 2023; remove difficulties in acceptance and settlement of completed and ongoing traffic works; remove difficulties in fire prevention and fighting when implementing works and projects.
