Deputy Prime Minister Bui Thanh Son signed Decision No. 2715/QD-TTg dated December 13, 2025, approving the Plan for implementing the recommendations of the United Nations Human Rights Committee on Vietnam's Fourth Report on the implementation of the International Covenant on Civil and Political Rights (the Plan).
The purpose of this Plan is to clearly define the work content and implementation roadmap to effectively implement the recommendations of the Human Rights Committee and the provisions of the International Covenant on Civil and Political Rights (ICCPR), in conjunction with the process of improving institutions and laws, enhancing the effectiveness of law enforcement on civil and political rights in accordance with the Constitution and socio-economic conditions of Vietnam; aiming for concrete and substantive results in ensuring and promoting civil and political rights in Vietnam.
At the same time, it is necessary to improve the effectiveness of coordination, monitoring, and reporting on the implementation of the Human Rights Committee's recommendations, ensuring successful implementation to serve the mid-term and national reports on the implementation of the ICCPR Convention in the next phase.
Promoting international cooperation, ensuring foreign and domestic policy requirements are met, guaranteeing national security, internal political security, and proactiveness in implementing the recommendations of the Human Rights Committee.
Enhancing the effectiveness of enforcing legal regulations on civil and political rights.
The plan outlines the following key tasks and solutions:
Continue reviewing legal regulations and proposing solutions for better implementation of the ICCPR Convention's provisions, with a focus on assessing the compatibility between provisions in draft laws, resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly with the provisions of the ICCPR Convention.
The study proposes improvements to the legal framework to better implement the provisions of the ICCPR Convention, including provisions on guaranteeing civil and political rights in certain areas, combating discrimination, and preventing restrictions on civil and political rights.
Effectively develop and implement programs and plans to promote gender equality, respond to gender-based violence, and the National Action Program on Women, Peace, and Security; eliminate prejudice and discrimination against women and other vulnerable groups (with particular attention to people with disabilities, children, ethnic minorities, and LGBTQ+ individuals).

Effectively implement national strategies and plans related to ensuring civil and political rights, such as the National Strategy on Climate Change for the period up to 2050; the National Strategy on Anti-Corruption and Negative Practices for the period up to 2030; the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions for the period 2021-2030; the National Target Program on Drug Prevention and Control for the period up to 2030; and the National Strategy on Research, Development and Application of Artificial Intelligence for the period up to 2030.
Improve the efficiency of receiving and resolving complaints and denunciations in a convenient and safe manner, and increase the resolution rate of complaints and denunciations related to violations of the civil and political rights of individuals to better ensure the right to complain and denounce.
Strengthening and improving the effectiveness of the exercise of civil and political rights in criminal proceedings and the execution of criminal judgments. Promoting and enhancing activities that support the protection of civil and political rights.
Enhance the quality of support services for victims and compensation for damages caused by violations of civil and political rights. Strengthen and improve inspection, monitoring, statistics, and data analysis based on criteria such as gender, ethnicity, religion, etc., regarding the implementation of civil and political rights.
Conduct public awareness campaigns to improve people's understanding and understanding of civil and political rights.
Effectively implement the Human Rights Communication Project in Vietnam (issued together with Decision No. 1079/QD-TTg dated September 14, 2022, of the Prime Minister), focusing on the ICCPR Convention and its implementation results (achievements and efforts) in Vietnam, and the results of the Dialogue Session with appropriate content and format; research and develop projects and programs to communicate and disseminate legal regulations on civil and political rights.
Continue to disseminate, publicize, train, and educate relevant audiences on the content of the ICCPR Convention, the General Comments, the Fourth National Reports and related documents, and the Recommendations of the Human Rights Committee.

Conduct propaganda and dissemination to the people (including those under temporary detention, prisoners, and those subject to administrative measures such as placement in reform schools, compulsory education facilities, and compulsory drug rehabilitation centers) to raise their understanding and awareness of civil and political rights.
Disseminate information and raise awareness about the provisions of the ICCPR Convention among leaders, managers, civil servants, and officials at all levels within the political system; continue to organize conferences, seminars, and training courses based on the Project on incorporating human rights content into the national education curriculum (issued together with Decision No. 1309/QD-TTg dated September 5, 2017, of the Prime Minister).
Implement a mechanism for regular reporting and notification on the implementation of the ICCPR Convention and recommendations as requested by the Human Rights Committee. Strengthen international cooperation to effectively implement the ICCPR Convention and the recommendations of the Human Rights Committee, including participation in sessions of the Human Rights Committee, the United Nations Human Rights Council, and other UN human rights mechanisms.
Simultaneously, continue to study international experiences regarding national human rights institutions (with appropriate financial and human resources), as a basis for formulating proposals suitable to Vietnam's economic, cultural, and social conditions, and the international treaties to which Vietnam is a signatory. Study international experiences in implementing the ICCPR Convention, other international human rights treaties, and the possibility of joining relevant international treaties to better ensure civil and political rights.
Before March 1, 2026, ministries, sectors, localities, and relevant agencies should proactively review and develop implementation plans.
Based on the assigned tasks and within the scope of their assigned functions and responsibilities, relevant ministries, agencies, and localities shall proactively review and develop a plan for implementing this Decision before March 1, 2026, and submit it to the Ministry of Justice for compilation and monitoring.
During the implementation process, relevant ministries, agencies, and localities should study the comments and recommendations of the Human Rights Committee to reach a consensus on understanding and promptly implement the activities outlined in the Plan approved by the Prime Minister, ensuring the set schedule is met; strengthen communication efforts and raise awareness among officials and the public about achievements in human rights; and strengthen inspection, monitoring, and handling of violations of human rights as stipulated in the ICCPR.
The Ministry of Justice is the lead agency responsible for advising the Prime Minister on organizing, supervising, and inspecting the implementation of this Decision nationwide; it is also responsible for organizing the three-year review and the five-year review of the implementation of this Decision to further advise on solutions for the effective implementation of the ICCPR Convention and to contribute to the preparation of the next phase of the National Report.
