On July 31, Deputy Secretary of the Provincial Party Committee, Chairman of the Long An Provincial People's Committee - Nguyen Van Ut chaired an online conference with localities in the province to review the work of disseminating andeducating the law, grassroots mediation and legal access standards in the first 6 months of the year. Attending the conference at the provincial bridge were representatives of members of the Coordinating Council for Dissemination and Education of the Law and all levels and sectors.
With the attention and leadership of Party committees at all levels, the direction and administration of People's Committees at all levels in implementing the work of disseminating and educating the law (PBGDPL), grassroots mediation, and legal access standards in the province, this work has been carried out with quality and effectiveness. Through this work, it has contributed to bringing policies and laws into life; people are informed of the law, and are proactive in learning and studying.
In the first 6 months of 2024, all levels, sectors and organizations of the province have promoted propaganda, dissemination and legal education through many forms. Of which, nearly 200 direct legal dissemination sessions were held at the provincial level, with more than 862,000 participants; more than 1,000 sessions at the district level with nearly 56,000 participants; more than 3,200 sessions at the commune level with nearly 123,000 participants. Through the form of propaganda competitions in various fields with 34,379 participants,... For propaganda, nearly 58,000 propaganda documents and legal education of all kinds were published.
In addition, in recent times, all levels, sectors and organizations have promoted the application of information technology in legal dissemination and education through electronic information pages, Facebook pages, Zalo groups, Fanpages, etc. to propagate and disseminate legal dissemination and education. Accordingly, it contributes to providing full and timely information on the policies and laws of the Party and the State, the socio-economic situation, and activities of sectors and localities to cadres and people in the province.
At the same time, in the first 6 months of 2024, the Provincial People's Committee continued to strengthen the Council and Secretariat of the Provincial Legal Dissemination Coordination Council with 39 members. Currently, the Provincial People's Committee has consolidated and strengthened 82 provincial-level legal reporters; the district level has consolidated and recognized 384 reporters and nearly 3,000 commune-level legal propagandists. This is the core force contributing to bringing policies and laws into life.
To meet the requirements, the Department of Justice and the Department of Justice are interested in advising the Provincial People's Committee and District People's Committees to organize training and foster legal skills and knowledge for this team.
The Provincial People's Committee directed to continue reviewing, consolidating and perfecting the network of grassroots mediation teams, improving the capacity of grassroots mediators in accordance with local realities. There are currently more than 1,000 mediation teams in the province, with nearly 6,000 mediators; in the first 6 months of 2024, 414 cases were received, and 395 cases were mediated. Mediation activities at the grassroots level have contributed to preventing violations of the law, reducing the number of cases that must be transferred to the Court or competent state agencies for settlement.
Speaking at the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut directed that all levels, sectors and organizations continue to pay attention to implementing well the work of propaganda and legal dissemination, considering this an important task. Propaganda and legal dissemination are the work and responsibility of the entire political system, not just the police or a specific sector. Therefore, all levels, sectors and organizations must clearly identify this in order to unify, coordinate and organize the implementation to achieve high efficiency.
To effectively carry out propaganda and PBGDPL, the Chairman of the Provincial People's Committee requested that all levels, sectors and organizations must have specific plans and in-depth implementation methods and approaches, creating a wide spread, avoiding general practices without highlights. In implementation, the role and responsibility of the leader must be highlighted.
“Leaders and Chiefs of Police in the locality must have a firm grasp of the situation in the area under their responsibility. On the contrary, it is unacceptable that the Commune Chairman or Chief of Police does not have a firm grasp of the security and order situation in the locality, or that there are security and order hot spots without knowing. Only when security and order are stable and society is safe can the economy develop sustainably. In the future, in order to enhance the role of local leaders in managing the area, we must consider assigning specific responsibilities,” Mr. Nguyen Van Ut emphasized.
In recent times, the police have regularly organized activities to disseminate and educate the law.
In addition, the Chairman of the Provincial People's Committee noted that all levels and sectors should pay attention to implementing mediation work well at the grassroots level. In particular, it is necessary to promptly grasp conflicts and disputes among the people to intervene and mediate to prevent them from causing serious consequences. Continue to pay attention to training, fostering, improving the capacity, skills and expertise of the grassroots mediator team. All levels, sectors and organizations should pay attention to surveying, evaluating and replicating good models and effective practices in the work of PBGDPL in agencies, units and localities.
“Currently, there are many models, but the important thing is the effectiveness of the operation. In the coming time, the Provincial Coordination Council for Legal Education and Training needs to review and inspect some specific models operating in localities to assess their actual effectiveness,” Mr. Nguyen Van Ut emphasized.
In addition to propaganda and legal education, the Chairman of the Provincial People's Committee also emphasized the need to resolutely handle violations of the law and crimes. The handling must ensure strictness, fairness, compliance with regulations, and ensure the rule of law./.
