Deputy Chief of Office will be Director of Public Administration Service Center in new province

The Government Office has submitted a Decree on implementing the one-stop and inter-connected one-stop mechanism in handling administrative procedures.

According to the draft Decree, the Provincial Public Administration Service Center is an administrative organization under the Office of the Provincial People's Committee, with the function of receiving, digitizing, returning results and monitoring the settlement of administrative procedures throughout the area.

The leadership of the Provincial Public Administration Service Center includes 1 Director who is Deputy Chief of Office of the Provincial People's Committee or equivalent.

In addition, there are no more than 2 Deputy Directors who are Heads of Departments or equivalent positions in the Office of the Provincial People's Committee, appointed by the Chairman of the Provincial People's Committee.

To perform its tasks, the Provincial Public Administration Service Center has civil servants and public employees on the unit's payroll; civil servants and public employees of provincial-level professional agencies and central agencies organized according to the vertical industry system in the locality are sent at the request of the Center Director.

In addition, the Center has personnel under labor contracts signed with personnel of public postal service providers; personnel of public service providers performing services at the Center.

The Center is assigned many important tasks such as fully and promptly publicizing administrative procedures; receiving, guiding and processing documents; coordinating with competent authorities to resolve interconnected procedures or resolve them within the day.

The Center is also a focal point to support people and businesses in using online public services, collecting fees and charges (if any), and processing or forwarding feedback and recommendations to competent authorities.

In addition, the provincial center is responsible for urging, monitoring, supervising and evaluating the implementation of the one-stop and inter-connected one-stop mechanisms in all administrative units in the province.

The draft Decree also stipulates the arrangement of equipment and provision of necessary support services at the center such as electronic payment, translation, printing, document photocopying, etc. to facilitate organizations and individuals to carry out procedures.

Strengthening and enhancing the role of provincial public administrative centers is expected to increase service efficiency, shorten file processing time and enhance the satisfaction of people and businesses, in line with the goal of building a professional and modern administration.
