Attending the meeting were leaders of the departments and branches: Health, Finance, Home Affairs, Construction, Agriculture and Environment, Provincial Social Insurance; People's Committees of districts and cities; units under the Department of Health, Health Department. IMPLEMENTING PREVENTIVE MEDICAL WORK AND MEDICAL EXAMINATION AND TREATMENT WELL

At the meeting, Ms. Huynh Thi Phuong Duyen - Director of Lam Dong Department of Health reported a summary of the results of medical work in the first quarter of 2025 and the key directions and tasks in the second quarter and the last months of 2025.

After the reorganization, the Department's organizational structure includes: Director and 3 Deputy Directors, 5 functional departments. The whole sector has 23 units; including 2 branches, 10 public service units at the provincial level, 10 multi-functional district and city health centers; 23 general clinics and maternity homes, 137 commune, ward and town health stations and SOS Children's Village.

After receiving 8 civil servants from the Department of Labor, War Invalids and Social Affairs, the Department of Health has 42 civil servants, 3 seconded officials and 1 contract worker; of which, 21 are women, accounting for 45.6%.

The health sector's human resources in the whole province include 1,240 doctors (number of doctors/10,000 people is 9.13); 224 university pharmacists (number of university pharmacists/10,000 people is 1.65); 1,525 nurses (number of pharmacists/10,000 people is 11.23); 100% of health stations have doctors and 100% of villages and hamlets have village health workers.

In terms of professional qualifications, the whole sector has 4,616 civil servants, public employees and workers; of which, 503 have postgraduate degrees (10.9%), 3,085 have university and college degrees (66.9%), 463 have secondary education (10%) and 565 have good civil servants, public employees and workers (12.2%). Political theory qualifications: 35 have advanced degrees, 410 have intermediate degrees.

The Party Committee of the Department of Health consists of 7 Party Cells and 59 Party members (2 probationary Party members), 33 female Party members, accounting for 55.9%. The Party Committee consists of 5 comrades, the Inspection Committee consists of 3 comrades.

Results of the implementation of health work in the first quarter of 2025, the Department of Health has focused on performing well the state management of protecting, caring for and improving people's health, ensuring the progress of socio-economic indicators in the health sector assigned by the Provincial People's Committee.

The epidemic situation in the locality as well as new infectious diseases are basically under control; activities in the field of preventive medicine and population are deployed synchronously, basically ensuring progress and achieving assigned planning targets.

The organization fully implements the provisions of the Law on Medical Examination and Treatment, decrees, circulars and guiding documents according to current regulations. Medical examination and treatment has many positive changes; some advanced techniques in diagnosis and treatment have been implemented locally.

In the first quarter of 2025, medical examinations were provided to 561,247 patients (an increase of 7.1% over the same period, reaching 25% of the annual plan). The total number of inpatient days was 45,238 days (an increase of 15.2% over the same period, reaching 21% of the annual plan); the average number of inpatient days per patient was 5.3 days. The total bed occupancy rate in the province reached 89.0% (an increase of 1.33% over the same period).

The quality of grassroots health care activities from district to commune levels has been gradually improved, meeting the increasing demand for primary health care of the people. Up to now, the whole province has 10 multi-functional district and city health centers, with 50/137 communes, wards and towns meeting the National Criteria for Commune Health by 2030, reaching a rate of 36.4%.

Administrative reform, handling administrative procedures according to ISO process, digitizing 100% of administrative procedures; implementing a 10% reduction in time for handling administrative procedures; creating and managing electronic health records reached 97.9% (exceeding the plan by 93%). The rate of medical examination and treatment using Citizen Identification Card via VNeID application reached 73.5%; connecting driver's licenses, birth certificates, death certificates reached 100%; implementing cashless hospital fee payments at medical examination and treatment facilities reached 63.5%...

The health sector continues to pilot electronic medical records at Lam Dong II Hospital; maintain and complete the IOC Smart Health Operations Center of the health sector; maintain the V20 system according to the instructions of the Ministry of Health. Up to now, the implementation rate of the Commune Health Station Platform has reached 100%...

STABILIZE AND ORGANIZATE THE APPARATUS

The work of organizing cadres has focused on implementing the arrangement of the Department of Health's organizational structure, receiving the functions and tasks of the Department of Labor, War Invalids and Social Affairs. Up to now, the organizational structure of the provincial health sector has been arranged and streamlined, including 23 affiliated units. Implementing the internal merger of the Department of Health, it has consolidated, arranged and appointed leaders of provincial and district hospitals in accordance with regulations.

Develop a project to implement the arrangement and reorganization of district health centers and health stations after the rearrangement of administrative units at all levels according to Conclusion No. 137 of the Politburo and the Secretariat on the Project to rearrange administrative units at all levels and build a 2-level local government organization model. Develop a project and plan to stipulate the functions and tasks of the new Department of Health after the merger, send comments to localities, and submit to the Department of Home Affairs for appraisal. Implement the streamlining of staff, early retirement settlement, and job transfer for civil servants and public employees of departments and units under and directly under the Lam Dong Provincial Department of Health in 2025.

KEY TASKS

The key tasks in the second quarter and the remaining months of 2025 are to focus on implementing the 12 targets assigned by the Provincial People's Committee to the health sector in 2025 and the specific targets for the 2021-2025 period: Achieving 8-9 doctors/10,000 people, 24-25 hospital beds/10,000 people, a natural population growth rate of 1% and 45% of communes meeting the national criteria for health. Coordinate with the Department of Science, Technology and Training to organize a workshop to comprehensively promote digital transformation, focus on deploying a remote medical examination and treatment system with hospitals nationwide and forming a Center for cardiovascular/stroke intervention support... in Da Lat city to serve tourists and local people.

Monitor, supervise, and ensure the implementation of public investment projects on schedule. Lam Dong Children's Hospital and Lam Dong General Hospital develop a Project to transfer the status quo of the Obstetrics Department of Lam Dong General Hospital to Lam Dong Children's Hospital to establish Lam Dong Obstetrics and Pediatrics Hospital according to the Project approved for investment in Resolution No. 181/NQ-HDND dated July 12, 2023 of Lam Dong Provincial People's Council.

The Department of Health recommends that the Provincial People's Committee pay attention to creating favorable conditions for the promotion from Grade III to Grade II for health sector officials. Propose that the Provincial People's Committee allocate additional capital from the provincial budget in 2025, totaling nearly 50 billion VND for 2 projects, including: Project for purchasing medical equipment for examination and treatment, invested by Lam Dong General Hospital and Project for construction, upgrading, renovation of some items and procurement of medical equipment, invested by Duc Trong District Medical Center.

The Department of Health also recommended that the People's Committee of Da Lat City soon approve the detailed planning for the Project to build the Obstetrics Department of Lam Dong Children's Hospital; the People's Committee of Bao Loc City soon hand over land to Bao Loc Medical Center to implement the project.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Dinh Van Tuan emphasized that the recommendations from medical units within the authority of the Department of Health must be promptly considered and resolved; and the contents under the authority and responsibility of the Provincial People's Committee must be compiled, reported and proposed to the Provincial People's Committee for resolution.

The leaders of the Provincial People's Committee assessed that in the recent past, the Department of Health in particular and the health sector in general have directed the implementation of tasks well in accordance with their functions, tasks and authority, helping the medical work, people's health care and the newly taken over tasks of social protection and children, and prevention of social evils to be implemented smoothly, contributing to the stable development of the socio-economic situation of the province and localities, ensuring social security and people's health care.

Coordinate with departments and branches to attract investment to develop high-quality hospitals to help improve the quality of care and treatment for the people, reduce overload at public hospitals, and attract good doctors to the locality. Speed ​​up the disbursement progress for projects invested by the Department and units in the sector; in project management, facilities, bidding for drugs and medical supplies must be extremely thorough, responsible, and in compliance with legal regulations.
