Comrade Vuong Ngoc Ha, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee inspected the examination and treatment work at Kim Binh Regional General Clinic.

Previously, the working group divided into 4 groups to inspect and survey the operation situation at units, medical facilities, schools, and public administrative service centers in Kim Binh commune. At the same time, grasp the difficulties and problems of the units after the 2-level local government model came into operation.

Kim Binh Commune was established under the Resolution of the National Assembly Standing Committee, officially put into operation from July 1, 2025 on the basis of merging the original administrative boundaries, population, political apparatus and infrastructure system of 3 communes: Kim Binh, Vinh Quang and Binh Nhan. After coming into operation, the new apparatus of the commune was arranged reasonably, and has been operating stably and effectively up to now.

After the merger, the commune currently has 8 schools: 120 groups and classes/3,343 students; of which, preschool level has 3 schools with 7 school locations; primary level has 2 primary schools, 1 inter-primary and secondary school with 7 school locations; secondary level has 2 secondary schools, 1 inter-primary and secondary school, 3 school locations . School units have done a good job of reviewing and rearranging school sites and classrooms in conjunction with arranging the number of employees; staffing groups and classes in accordance with the regulations of the School Charter by grade level. As of October 2025, the whole commune has 6/8 schools meeting National standards, reaching a rate of 75%.

Serving the medical examination and treatment of people in the commune and neighboring areas, after the merger, the whole commune now has 1 Kim Binh Regional General Clinic and 2 Vinh Quang and Binh Nhan stations. At the clinic, outpatient and inpatient examination and treatment are performed for people in Kim Binh commune and neighboring communes in the cluster (including Vinh Quang, Binh Nhan, Linh Phu, Tri Phu stations). Disease prevention and control work in the area is proactively and promptly deployed, preventing large outbreaks, especially dangerous infectious diseases.

In particular, state management in the cultural and social fields has been given due attention and initially achieved positive results. Policies on education and health care in ethnic minority areas have been seriously implemented; 100% of ethnic minority students of school age have access to education; basic health care has been ensured; the movement to build a cultural life in residential areas has been promoted; the national cultural identity has been preserved and promoted; people have actively participated in patriotic emulation movements, maintaining security and order in villages and hamlets.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Vuong Ngoc Ha acknowledged the efforts of Kim Binh commune in the past time in implementing the stable and effective operation of the new commune-level government. Especially the state management work in the cultural and social fields, not allowing pressing issues to arise among the people. Faced with increasingly high requirements and tasks in the new development stage, each cadre, civil servant, public employee, and employee of agencies and units must have a firm grasp of the field and work, well implement decentralization and delegation of authority, when assigning work, it is necessary to be specific, have specific products, and have solutions to remove difficulties and obstacles.
