
Speaking at the meeting, Minister of Justice Nguyen Hai Ninh said that the judiciary has never had as many heavy and complicated tasks as it does today. This reality is primarily due to the fact that our country is carrying out a revolution to perfect institutions in the spirit of Resolution No. 66-NQ/TW on innovating the work of building and enforcing laws to meet the requirements of national development in the new era... One of the important highlights in that Resolution is to innovate thinking and orient the building of laws in the direction of both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, and unlocking all development resources. The Minister of Justice affirmed that this has had a great impact on the entire work of building laws.
Second, our country is undergoing a revolution to streamline the apparatus, which leads to social relations that need to be changed and adjusted, whether it is the relationship between the public sector and the private sector or between public sectors. “When we conducted the review, we found a huge number of documents that needed to be adjusted accordingly,” said the Minister of Justice.

Besides, our country is entering a new era with two goals: 100 years of Party founding, 100 years of country founding with many tasks set out and need to be completed with a specific roadmap.
In particular, the way of making laws has completely changed. Previously, the National Assembly agencies presided over the work, but now the Government and ministries and branches are responsible to the end. Even the Ministry of Justice not only appraises but also coordinates with ministries and branches to the final stage of reviewing the technical aspects of drafting documents. However, the Minister of Justice said that the officers and employees of the judiciary sector have all made great efforts to complete the assigned tasks.
Reporting on the results of judicial work in 2025 and the 2021-2025 period, Deputy Minister of Justice Nguyen Thanh Tinh said that in 2025 in particular and the 2021-2025 term in general, the Ministry of Justice has focused on leading, directing and managing judicial work in a unified and synchronous manner; the direction and administration work has been increasingly drastic and urgent, with many innovations according to the direction and administration motto of the Government and the Prime Minister. Up to now, the Ministry has completed 100% of its tasks according to the schedule set out in the work plan. Administrative reform continues to be promoted and achieved positive results.
The Ministry of Justice is vigorously implementing the task of developing a plan to reduce and simplify administrative procedures based on data under the direction of General Secretary To Lam, ensuring progress is reported before November 15, 2025.
Pointing out the limitations in the activities of the Ministry of Justice in recent times, Deputy Minister of Justice Nguyen Thanh Tinh said that some quality appraisal reports have not met the requirements. The rate of handling bottlenecks in the legal system is still low. The reception and response to feedback and recommendations from people and businesses is still incomplete and untimely. Implementing digital transformation and building databases to improve the effectiveness of state management in some areas of the Ministry of Justice is still behind schedule.
Objectively, the workload has increased dramatically, with many tasks in law-making being unprecedented. Subjectively, the human resources of the Ministry of Justice are limited in quantity and of uneven quality.
In the coming time, the Ministry of Justice will effectively perform the tasks of the Standing Agency of the Central Steering Committee on improving institutions and laws; coordinate with ministries, branches and localities to develop plans and solutions to handle 730/787 feedbacks and recommendations in 2025; focus resources and closely coordinate with businesses in building and operating information systems and databases to transform the direction and management methods of state management activities of the Ministry and the judiciary and implement administrative procedure settlement based on data.

The Ministry of Justice requested the Deputy Prime Minister to lead and direct ministries and branches to pay attention to the implementation of law-making work, including proactively researching and evaluating the legal system in the management field to promptly detect difficulties and obstacles that hinder socio-economic development; research and prepare draft legal documents early and remotely to ensure quality and meet the regulations on drafting procedures according to the Law on Promulgation of Legal Documents...
Speaking at the working session, Deputy Prime Minister Ho Quoc Dung highly appreciated the efforts of the Ministries of Justice in recent times.
The Deputy Prime Minister emphasized that perfecting institutions is a big issue in the context of our country carrying out three parallel revolutions on institutions and apparatus, bringing our country to development... This is a huge challenge because if we want the country to develop, we must perfect institutions, and arranging the government apparatus also starts with institutions.
The Deputy Prime Minister pointed out that the Ministry of Justice has played a good role in advising the Government in law-making and coordinating the law-making of ministries and branches. In particular, the Ministry of Justice has not had any documents that are behind schedule. The Ministry has advised the Government on building a legislative program for the term, which is a very important task, contributing to the institutionalization of social relations...
In addition, the Ministry of Justice has done very well in presiding over or participating in drafting many good quality laws and resolutions... The work of appraising legal documents is increasingly focused on and the quality is improved.
Pointing out that the backlog of legal documents of ministries is still large, especially the guidance documents and concretization of resolutions of the National Assembly are still slow...
The Deputy Prime Minister requested that the Ministry of Justice has done well and pioneered in digital transformation, launched the National Legal Portal, and gradually completed the civil status and judicial database.
The Deputy Prime Minister commented that the good work of digital transformation has helped the Ministry of Justice complete a large amount of work and coordinate with other ministries to resolve many arising problems...
In the coming time, Deputy Prime Minister Ho Quoc Dung suggested that, along with performing regular tasks, the collective leadership of the Ministry of Justice continue to further enhance the sense of responsibility, be more decisive, more urgent, and more proactive in advising the Government to concretize and institutionalize the Party's policies and resolutions. The Ministry of Justice must be an exemplary agency, taking the lead in complying with the provisions of the Law on Promulgation of Legal Documents, especially the progress of completing projects.
The Deputy Prime Minister requested the Ministry of Justice to continue to monitor and do a good job of inspecting ministries, branches and localities in implementing the provisions of the Law on Promulgation of Legal Documents, especially the coordination and submission of documents by ministries, branches and localities, improving the quality of appraisal and examination of documents, closely monitoring and urging the implementation of laws, especially evaluating the effectiveness of laws after promulgation.
The Ministry of Justice needs to further promote the effectiveness of digital transformation in its activities, enhance the role of the National Legal Portal in social life; continue to urge and work with ministries and local branches to resolve problems caused by institutions in practice, especially circulars of ministries... in the direction of "unleashing", increasing the initiative of localities; do a good job of resolving international disputes; continue to effectively implement Resolution No. 66-NQ/TW as well as focus on completing important projects such as the project to perfect the structure of the legal system, the project to improve the quality of institutional building staff...
