The Government Office has just announced the conclusion of Deputy Prime Minister Bui Thanh Son at the National Online Conference on reviewing the implementation of Decision No. 768 on approving the Adjustment of Power Planning VIII and solutions to ensure power supply in the coming time.
The conclusion announcement clearly stated that through inspection, supervision and review, the implementation of the tasks set out in the implementation of the Adjustment of Power Plan VIII is still very slow compared to the set progress. If the implementation is not promptly and drastically organized and the progress of implementation is not accelerated, it will affect national energy security, as well as ensure adequate electricity supply for socio -economic development, production and people's lives.
Therefore, in the coming time, for projects that already have investors, the Deputy Prime Minister requested investors to urgently speed up progress, develop plans and progress critical paths, and send them to the People's Committees of provinces and cities to report to the Ministry of Industry and Trade to preside over inspection and supervision to deploy and implement projects according to the set plan.
The Ministry of Industry and Trade and the People's Committees of provinces and cities direct and urge investors to speed up progress, put factories into operation 3 to 6 months earlier, ensure processes and quality; require investors to commit to specific progress and operating time. At the same time, there are strict handling plans for investors who register to develop energy projects but are slow or do not implement them.

For projects that do not have investors, the Deputy Prime Minister requested the Ministry of Industry and Trade to direct localities to immediately select project investors. At the same time, speed up the investment progress to complete as planned.
Localities urgently update the list of power sources and grids identified in the Adjustment of Power Plan VIII into provincial planning and technical and specialized planning; organize the selection of investors for power projects according to their authority, and arrange land funds for the development of power projects according to the provisions of law.
“The Ministry of Industry and Trade and the People's Committees of provinces and cities must take full responsibility before the Government and the Prime Minister if there is any delay in selecting investors,” the conclusion announcement clearly stated.
In addition, the Deputy Prime Minister also requested the Ministry of Industry and Trade to regularly inspect, monitor and evaluate the development and implementation of power source and grid projects to propose solutions to ensure progress according to approved plans, and handle slow-progressing projects according to authority and regulations.
The Deputy Prime Minister noted that projects and works must absolutely not be stalled due to the slow handling of administrative procedures by ministries, branches, agencies and localities. These tasks must be completed by October 2025.
The Ministry of Industry and Trade closely follows the requirements in Resolution No. 70, urgently completing the amendment and supplementation of regulations on: Direct electricity trading mechanism between renewable energy power generation units and large electricity users; developing renewable energy power, new energy power, self-produced and self-consumed electricity.
In addition, consider the authority and regulations for planning adjustments in cases where they do not change the viewpoints and objectives of the planning; ensure prompt and thorough handling of proposals and recommendations from agencies and localities to meet the progress of implementing the Adjustment of Power Planning VIII.
Ministries and branches actively research and guide localities to handle difficulties and problems in the process of implementing and developing power source and grid projects related to legal documents developed by ministries and branches.
The Deputy Prime Minister also requested that corporations be more determined in implementing power source and grid projects assigned to them as investors to ensure progress and quality, especially the two nuclear power projects Ninh Thuan 1 and Ninh Thuan 2. Closely coordinate with ministries, branches and localities to remove difficulties in site clearance, connection, and investment in power sources and grids.
Direct power plants under management to do a good job of preparing for production, absolutely must not let fuel shortages (coal, gas, oil) happen for thermal power plants and water shortages for hydroelectric reservoirs.
Regarding EVN, the Deputy Prime Minister requested to speed up the negotiation of power purchase contracts according to regulations, in the spirit of harmonizing the interests of the state, investors and people.
