The above content is stated in the draft Decree amending and supplementing a number of articles of Decree 58 guiding the Electricity Law on the development of renewable energy. Accordingly, the information that people need to provide includes: name, capacity scale, location, start and completion dates of installation. The ward/commune authorities will then compile the information and report it annually to the Department of Industry and Trade.
Similarly, they also send notifications to wards and communes when this electricity system is connected to the national grid. Then, the authorities send further notifications to the local power company for joint monitoring and management. In cases where the system is connected and sells surplus electricity, after receiving notifications from residents, the People's Committee of the commune or ward sends this information to the Department of Industry and Trade for management.
For small-scale rooftop solar power systems with a capacity of less than 1 kW, households and individuals are not required to notify the authorities.
In cases where a rooftop solar power system is connected to the national grid at medium voltage (1 kV to 35 kV) and does not sell surplus electricity, the household must notify the Department of Industry and Trade. The Department will then forward this notification to relevant management agencies and local power companies for monitoring and guidance.
The revised Power Development Plan VIII clearly states the goal that by 2030, 50% of Vietnamese households (14 million households) will have installed rooftop solar power for self-production and self-consumption. At the regular press conference on October 8th, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan affirmed that the government wants to develop this type of power source and will not create difficulties for people when they install it.
He stated that the regulation requiring notification when people install rooftop solar power for self-consumption allows management agencies and the electricity sector to have information on system capacity, thereby ensuring a reasonable supply plan. However, he suggested that relevant agencies need to provide guidance to help people understand, and that registration and notification procedures should be simplified and conducted online.
