Requires many ministries and branches to participate
The Government Office has just issued a notice of the conclusion of Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 389, Head of the Working Group on the peak of the fight against smuggling, trade fraud and counterfeit goods.
According to the Deputy Prime Minister , after 2 weeks of peak implementation, functional forces, units and localities have inspected, detected and arrested more than 450 violations of trading, commercial fraud, counterfeit goods, tax evasion, with a total value of goods and exhibits of more than 40 billion VND.
However, in addition to the achieved results, the fight against smuggling, trade fraud and counterfeit goods still has shortcomings and limitations. The Deputy Prime Minister assessed that the institutions and sanctions for handling violations are not deterrent enough; the number of violations detected and handled do not reflect reality, and do not best meet the requirements of the task; there is still a situation where officials are lax in management and cover up violations.
On the other hand, the situation of smuggling, trade fraud, and counterfeit goods is increasing, especially in the e-commerce environment, which has not been detected and handled promptly, causing budget losses, causing anxiety and insecurity, affecting the investment, business and international integration environment of Vietnam...
Therefore, the Government leader requested ministries, branches that are members of the National Steering Committee 389, the Working Group and the People's Committees of provinces and cities to focus on implementing the proposed solutions resolutely, synchronously and effectively.
Specifically, the Deputy Prime Minister requested the Ministry of Finance (customs force) to strictly control imported goods, goods of unknown origin, poor quality, and smuggled goods into Vietnam.
The Ministry of Industry and Trade directs strict handling of cases of smuggling, counterfeiting, and intellectual property infringement. At the same time, this agency is assigned to review the Law on Commerce and the Law on E-Commerce, and promptly submit them to competent authorities for amendments and supplements. The Ministry of Industry and Trade coordinates with relevant ministries and branches to study, amend, and supplement the functions, tasks, and sanctioning authority of functional forces, in the direction of clearly defining responsibilities and areas.
The Ministry of Science and Technology urgently reviews and proposes amendments and supplements to the Law on Intellectual Property and the Law on Product and Goods Quality, and strengthens inspection and strictly handles violations of publishing false information.
The Ministry of Agriculture and Environment strengthens inspection and handling of violations related to forestry products, aquatic products, plant varieties, pesticides, and fertilizers; and controls the use of growth stimulants.
The Ministry of Public Security directs the resolute fight against and strict handling of criminal acts; coordinates with prosecution agencies to speed up investigation, prosecution, and trial of cases; and clarifies the responsibilities of relevant ministries, branches, and localities for violations.
The Deputy Prime Minister also requested ministries and branches to strengthen and closely combine the Party's inspection and supervision work with thematic inspection and examination work in each management field, avoiding overlap but must clarify responsibilities.
Thereby, strictly handle cadres, civil servants, and officers who lack responsibility in leadership, direction, management, and violate the work of fighting smuggling, trade fraud, counterfeit goods, etc.

Do not let smuggling hotspots form
On the local side, the Deputy Prime Minister requested the Provincial Party Secretary and the Chairman of the People's Committee of the provinces and centrally-run cities to directly direct the agencies, units and functional forces under their authority to thoroughly grasp, deploy and strictly implement the directions of the Government and the Prime Minister on the fight against smuggling, trade fraud and counterfeit goods in the new situation.
In particular, localities must also strictly handle officials, civil servants, organizations and individuals who are irresponsible, corrupt, negative, lax in leadership, direction and management, and violate the work of fighting smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.
Provinces and cities have strengthened direction of functional forces and units, especially border guards, police, customs, and market management forces, to promote this peak period.
"Strengthen inspection and control of key areas, especially border gate areas (including Lang Son province with Huu Nghi, Tan Thanh, Chi Ma border gates, and small-scale trails); resolutely prevent the formation of hot spots, smuggling and illegal transportation of goods," the announcement stated.
The Deputy Prime Minister especially noted that localities and forces should focus on dairy products, pharmaceuticals, food, and functional foods.
