The "product contracting" movement in Trieu Son in the 1980s: A time to remember

(Baothanhhoa.vn) - I became a reporter for Thanh Hoa Newspaper in early 1980 and was assigned by the Editorial Board to the Agricultural and Forestry Economic Propaganda Department, headed by Mr. Luong Vinh Lang (Hoang Vinh) and Mr. Nguyen Trong Lam (Hoang Lam), deputy head. Right at the time when the province was actively innovating the agricultural management mechanism, I was immediately drawn into that movement.

Early the previous evening, Mr. Hoang Lam came to my house in the Newspaper's apartment complex and told me: Get up early tomorrow and go to the district with me for a few days! The next morning, when we still couldn't see anyone, we packed up and left. We arrived at Trieu Son District Party Committee before it was time to work. Mr. Nguyen Van Ngoc, Secretary of the District Party Committee, was very touched because the journalists were waiting in the office. Before we finished the pot of Thai tea that Secretary Ngoc had made, we cycled back to the commune to avoid the harsh summer sun.

Returning to Tien Nong commune, after a friendly handshake, Mr. Le Van Phuc, district committee member, head of the cooperative said: let's take advantage of going down to the production team, visit the fields, go to the livestock farm to cool off and then go back to work, okay?... Following Mr. Phuc, we visited the rice fields, potato fields, corn fields of members of team 1, team 5. Mr. Phuc specifically introduced each field, which fields had been "contracted out", which were still left for the production team to manage "beating gongs, recording names, and checking in" (ie the work contract team) - why are there still fields managed by the production team? I asked. Because those areas have difficulty producing, the contract level is not reasonable, so the members do not want to accept the contract. Mr. Phuc explained that the pigs in the livestock farm, the thousands of seasonal ducks have been contracted out to groups and households of members!

After visiting the fields, we "gathered" at the house of the team leader of team 1 with the participation of the "commanders" of teams 1 and 5, and the head of the livestock farm. They provided more information, data, thoughts, and wishes of the members and shared the same opinion: after two production seasons, this contracting method has clearly shown results: good rice crops, pigs gaining weight, ducks getting fat, crop yields increasing, members and households all exceeding the contract. Head of the commune Phuc commented: Being selected as a model by the District Party Committee, our commune party committee organized study, dissemination, and issued resolutions; the cooperative management board developed a contract plan for each type of livestock and crop on each land class, then brought it to the people for discussion and then mobilized members to register for the contract. The production team directed production and managed products to each household...!

Around noon, we had a home-cooked meal at the team leader’s house with homegrown products. Mr. Lam said: It was great that provincial journalists got to enjoy “the fruits of product contracts” in a rice-growing commune!

On the second day, we arrived at Minh Son commune. Mr. Tong Van Cam, the head of the cooperative, took us to the Nhom hill area, which is a hilly area where the cooperative has a multi-crop structure: corn, potatoes, cassava, sugarcane, and fruit trees. Since applying the product contract, the cooperative has re-planned the hilly land for each crop, developed a contract plan, and then mobilized members to receive land, and at the end of the harvest season, the products are delivered to the cooperative. In addition to the excess contract, members are allowed to collect intercropped products according to the agro-forestry method; or plots of land that have long been left unused...

During the meeting with us, Secretary Ngoc opened with the question: - After two days of field work, what do the journalists think? Mr. Lam shared: There are many new things, very positive results, it's just a pity that we haven't been able to do everything!

Mr. Ngoc confided: Actually, the "contracting of products to groups and workers" in Trieu Son has been proactively applied by some cooperatives for members since 1978, 1979. When knowing this reality, the District Party Committee has agreed on the policy of directing some cooperatives to be pilot projects for rice, vegetables, pig, fish, duck, and forestry before the time of Directive 100. When implementing this policy, the Party Committee from the district to the grassroots level must create the highest consensus among the people (ie members). It is necessary to do a good job of ideological work, propaganda work along with the mechanism of contracting, transparent management and must put the interests of the people first! I am very happy that this product contracting model has been responded to by the people and has had initial success...!

After a series of investigative reports by Hoang Lam and Le Dung (my pen name) published in Thanh Hoa Newspaper, reporters in the Agriculture - Forestry Department: Nhu Hai, Quynh Thanh, Ba Huan, Nhu Thong... continued to write articles about product contracting in Tho Tien, Tho Binh, Hop Thanh, Hop Ly cooperatives... From the product contracting model in Trieu Son, the Provincial Party Committee's Agriculture Department and the Department of Agriculture organized "field conferences" in Trieu Son to summarize and replicate the model throughout the province.

A very exciting thing was that at the end of 1982, Thanh Hoa Newspaper was honored to attend the Conference on product contracting to groups and workers in agriculture, co-organized by the Central Propaganda Department, the Ministry of Agriculture, and the Vietnam Journalists Association at Ha Tay Newspaper (Ha Tay province). Mr. Nguyen Van Gia, Editor-in-Chief, was given a typical report at the conference, Mr. Luong Vinh Lang and I accompanied the Editor-in-Chief to attend.

From the practice in Thanh Hoa and many other localities, on the basis of the success of the 100 contract mechanism (contracting products to groups and workers), on April 5, 1988, the Politburo issued Resolution No. 10-NQ/TW on innovation of economic management mechanism in agriculture (household contract) - considering households as autonomous economic units, opening a new period in agricultural development in our country.
