Proposed plan to reduce 4 Party agencies directly under the Central Committee and reduce 5 ministries

According to the proposed plan, at least 4 Party agencies directly under the Central Committee, 25 Party executive committees, 16 Party delegations directly under the Central Committee will be reduced; at least 5 ministries and 2 agencies directly under the Government will be reduced.

On December 1, 2024, at the National Conference to disseminate and implement the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio -economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks, Politburo member, Party Central Committee Secretary, Head of the Central Organization Commission Le Minh Hung conveyed the main and key contents in the summary of Resolution No. 18.

At least reduce 4 Party agencies directly under the Central Committee

Referring to some suggested contents and directions for arranging and streamlining the apparatus of the political system for Party committees and organizations at all levels, Head of the Central Organization Committee Le Minh Hung stated the specific plan as follows:

Research and propose merging the Central Propaganda Department and the Central Mass Mobilization Department.

Research and end the activities of the Central Foreign Affairs Commission: transfer the main tasks to the Ministry of Foreign Affairs; part of the work to the Central Party Office.

Research and end the activities of the Central Health Care Protection Board, transfer the tasks to the Central Organizing Committee, the Ministry of Health and some Central hospitals.

Research and propose transferring the functions and tasks of the Central Theoretical Council; the Central Council of Theory and Criticism of Literature and Arts, and the Scientific Council of Central Party Agencies to the Ho Chi Minh National Academy of Politics.

Research to end the activities of the magazines of the Central Party Committees, transfer related functions and tasks to the Communist Magazine. Assign the Central Party Committees and the Communist Magazine to be responsible for implementing the arrangement and streamlining of the organization and staff; focus on building the Communist Magazine as the agency for researching and propagating political theory of the Central Executive Committee.

Study to end the operation of the Communist Party of Vietnam Electronic Newspaper, transfer related functions and tasks to Nhan Dan Newspaper; assign the Central Propaganda Department and Nhan Dan Newspaper to be responsible for implementing the arrangement and streamlining of the organizational structure and staffing.

Study to end the operation of Nhan Dan Television, transfer related functions and tasks to Vietnam Television; assign Nhan Dan Newspaper to be responsible for implementing the arrangement and streamlining of the organization and staff; focus on building Nhan Dan Newspaper as the mouthpiece of the Central Committee, the voice of the Party, State and People, focusing on print and electronic newspapers to carry out political tasks, with the State budget guaranteed for activities only.

Study to end the activities of the Party Committee of the Central Agencies Bloc, establish Party Committees of Party agencies, Central Judicial agencies directly under the Central, including Party organizations in Party committees, agencies, and units of the Party at the Central level, the Supreme People's Procuracy, the Supreme People's Court; have specialized advisory and support agencies located at the Central Party Office.

Research on ending the activities of the Central Enterprise Party Committee: transferring party organizations in corporations, general companies, and state-owned commercial banks to be directly under the Government Party Committee and the Party Committees of some specialized ministries (depending on the scale and importance of the enterprise party committee).

Research and propose to end the activities of the Government Party Committee, establish a Government Party Committee directly under the Central Committee, including party organizations in ministries, ministerial-level agencies, agencies directly under the Government and a number of party committees in corporations, general companies, and state-owned commercial banks (the Party Committee of the Army and the Party Committee of the Public Security directly under the Central Committee remain the same as at present); have a specialized agency for advising and assisting located at the Government Agency.

End the activities of the Party executive committees, establish Party committees of ministries, ministerial-level agencies, and agencies under the Government directly under the Government Party Committee, including: executive committee, standing committee, secretary, and deputy secretary of the Party committee; the Party executive committee includes the Minister as Secretary, Deputy Ministers, Director of the Department of Organization and Personnel, and 01 full-time Deputy Secretary; the competent authority appoints personnel of the executive committee, standing committee, secretary, and deputy secretary of the Party committee, and stipulates that the Party executive committee performs the same functions and tasks as the Party executive committees of ministries, ministerial-level agencies, and agencies directly under the Government at present.

Research and propose to end the activities of the National Assembly Party Committee, establish a National Assembly Party Committee directly under the Central Committee, including party organizations in agencies under the National Assembly, the State Audit Office, and the Office of the President; have a specialized agency to advise and assist at the National Assembly Agency. The National Assembly Party Committee, in addition to the functions and tasks of the Central Party Committee, also includes the functions and tasks of the Party Committee as at present; comprehensively lead and direct the activities of the National Assembly and its subordinate Party Committees.

End the activities of the Party Executive Committee, establish the State Audit Party Committee under the National Assembly Party Committee (similar to the Party Committees of ministries and ministerial-level agencies).

Research and propose to end the activities of the Party Committee of the Vietnam Fatherland Front, the Party Committees of socio-political organizations and mass associations assigned by the Party and the State, establish the Party Committee of the Vietnam Fatherland Front directly under the Central Committee, including Party organizations in agencies under the Vietnam Fatherland Front bloc, socio-political organizations, mass associations assigned by the Party and the State; have a specialized agency to advise and assist located at the Central Committee of the Vietnam Fatherland Front.

In addition to the functions and tasks of the Party Committee directly under the Central Committee, the Party Committee of the Vietnam Fatherland Front also includes the functions and tasks of the Party delegation as at present; comprehensively leading and directing the activities of the Vietnam Fatherland Front bloc and its subordinate Party Committees.

End the activities of Party delegations, establish Party committees in socio-political organizations directly under the Party Committee of the Vietnam Fatherland Front.

End the activities of party delegations, establish party committees and branches in mass associations assigned by the Party and State to be directly under the Party Committee of the Vietnam Fatherland Front.

Review all activities of steering committees towards ending operations, retaining only those steering committees with necessary functions and tasks.

At least 5 ministries and 2 government agencies can be reduced.

Head of the Central Organizing Committee Le Minh Hung proposed a research plan and proposed merging and terminating the operations of a number of ministries, ministerial-level agencies, and agencies directly under the Government in the following directions:

Merge the Ministry of Planning and Investment and the Ministry of Finance.

Merge the Ministry of Transport and the Ministry of Construction.

Merge the Ministry of Information and Communications and the Ministry of Science and Technology to perform state management tasks on science and technology, digital transformation...; transfer some other tasks to: the Ministry of Culture, Sports and Tourism, the Ministry of Education and Training and related agencies.

Merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development to perform state management tasks on agriculture, natural resources and environment...; transfer some other tasks to relevant ministries and agencies.

End of operation of the Ministry of Labor - Invalids and Social Affairs, transfer tasks to: Ministry of Home Affairs, Ministry of Education and Training, Ethnic Committee and related agencies.

End the operation of the State Capital Management Committee at enterprises, transfer tasks to: Ministry of Finance, specialized ministries and related agencies.

End the operation of the National Financial Supervisory Committee of Vietnam, transfer the tasks to the Ministry of Finance, the State Bank and relevant agencies.

Transfer the Government Committee for Religious Affairs to the Ethnic Committee, establish the Ethnic and Religious Committee.

Research and propose the arrangement of 02 science academies and 02 national universities, ensuring efficiency and promoting research and training tasks.

Research on the arrangement of the National Academy of Public Administration towards merging into the Ho Chi Minh National Academy of Politics.

Research and propose to end the model of general departments under the ministries, first of all, to rearrange units such as the State Treasury, General Department of Taxation, General Department of Customs, Vietnam Social Security, General Department of Civil Judgment Enforcement, General Department of Market Management, State Bank branches in provinces and cities...; continue to consider rearranging the organizational model of some internal units of ministries, ministerial-level agencies, and agencies directly under the Government in the direction of streamlining, effective and efficient operations.

Study the termination of the operations of News Agency Television, VOV Television, VTC Television, transfer related functions and tasks to Vietnam Television; assign the Government Party Committee to direct Vietnam News Agency, Voice of Vietnam and related agencies to be responsible for implementing the arrangement and streamlining of the apparatus and staff; focus on building Vietnam News Agency as a national news agency, Voice of Vietnam as a national radio station, focusing on print, electronic and spoken newspapers (VOV) to carry out political tasks, with the State budget ensuring expenditure for activities. Study, build and restructure Vietnam Television, ensuring good performance of the tasks of a national television station, with appropriate specialized channels.

Continued research on the arrangement of press agencies of ministries and branches.

Review all activities of steering committees towards ending operations, retaining only those steering committees with necessary functions and tasks.

Plan to reduce 4 committees of the National Assembly

For some agencies of the National Assembly and the National Assembly Standing Committee, the research plan and proposal for merger and termination of operations are as follows:

Merge the Economic Committee and the Finance and Budget Committee.

Merge the Social Committee and the Cultural and Educational Committee.

Merge the Judiciary Committee and the Law Committee.

At the same time, the activities of the Foreign Affairs Committee will end: transferring tasks to the Ministry of Foreign Affairs, the National Assembly committees and the National Assembly Office.

Research on converting the People's Petition Committee into the Supervisory and People's Petition Committee.

Research on streamlining the model of Secretary General, Deputy Secretary General and the National Assembly Secretariat; research on transferring specialized departments of the National Assembly Office to be directly under the National Assembly Committees and departments of the National Assembly Standing Committee.

End the operation of the Institute of Legislative Studies, transfer its functions and tasks to relevant agencies of the National Assembly and the National Assembly Standing Committee.

Study to end the operation of National Assembly Television, transfer related functions and tasks to Vietnam Television; assign the National Assembly Party Delegation to take responsibility for leading and directing the arrangement and streamlining of the organizational apparatus and staff.

There are no permanent members or full-time members assigned to the Council of Nationalities and the National Assembly Committees; the National Assembly Committees have a chairperson, vice chairperson, and full-time National Assembly delegates.

Head of the Central Organizing Committee Le Minh Hung said that implementing this plan will reduce 4 committees of the National Assembly and 1 agency under the National Assembly Standing Committee.

For the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned tasks by the Party and State, the research and proposal plan is: Review all activities of affiliated agencies and units in the direction of streamlining, merging, and terminating operations, retaining only agencies and units with necessary functions and tasks.

Review and reorganize newspapers and magazines under the Vietnam Fatherland Front and socio-political organizations, mass organizations assigned by the Party and State in the direction of merging and ending the operations of some newspapers and magazines that are not really necessary.

Research and propose streamlining the organizational structure, reducing internal contacts, streamlining staff, improving the effectiveness and efficiency of the apparatus and the quality of staff in agencies, units and organizations within the scope and field of management.
