With the characteristics of the area having many small, deep alleys, concentrated chemical businesses... The People's Committee of Hang Gai Ward (Hoan Kiem District, Hanoi ) has applied a night patrol model combined with fire prevention and fighting to manage areas with high potential risk of fire and explosion.
Accordingly, each patrol team will include the following forces: Ward People's Committee, Ward Police, Civil Defense and Militia.
The patrol team's work will start from 11pm the previous day to 2am the next day, which is considered a time with high risk of fire and explosion.
After nearly 2 months of operation, the Night Patrol Team has discovered and isolated many areas with high risk of fire and explosion, to report and deploy handling plans.
A representative of the Hang Gai Ward People's Committee said that for streets specializing in trading in chemicals and flammable materials, the working group requires each household to develop detailed fire prevention plans at the sales location as well as the warehouse. At the same time, the homeowner must clearly identify the number of people in the family during the day and at night, the elderly or children... because in case of an incident, the rescue plan for the people is very different.
For accommodation rental establishments located deep in small alleys, in addition to installing public fire stations, the Patrol Team has requested businesses to add additional night lights; mobilized people to equip themselves with additional means to dismantle rolling doors, iron doors, crowbars and gas masks.
During night patrols, the Working Groups also carry fire-fighting equipment such as: powder extinguishers, gas tanks, blankets, gas masks and escape tools so that in case of an incident, they can be handled promptly.
Previously, in August 2022, the Hanoi People's Committee directed Hoan Kiem District to choose Hang Gai Ward as the first locality in the city to deploy a model of installing fire protection equipment for family clusters - also known as "Fire Protection Inter-family Group". Specifically, each household is equipped with 1 portable fire extinguisher and 1 demolition tool such as a crowbar, pliers, hammer, axe, etc.
