Towards transparency and fairness

Sharing at the workshop "Transparent QR Code Payment and Unlimited Experience" co-organized by Vneconomy and Napas on the afternoon of November 19, Mr. Mai Son, Deputy Director of the Tax Department ( Ministry of Finance ) said that the tax industry really needs a closed payment form from accounting software solutions to tax declaration.

According to Mr. Son, to be transparent when traders switch from lump-sum tax to tax declaration, there needs to be diverse forms of non-cash payment, helping them avoid having to keep records.

“They just need to sell and receive transfers; at the end of the day, they can immediately determine the cash flow, avoiding confusion. This is a platform to help state management agencies support, while creating transparency and fairness in business,” he said.

A representative of the Tax Department said that connecting QR payments helps businesses save on compliance costs and time, because in the future, households will tend to register payment accounts to serve transactions. When cash flow is digitized, the tax industry can detect signs of violations in illegal purchase and use of invoices.

Sharing about the issue of transparency in tax management and declaration, Mr. Do Tuan Anh, Deputy General Director of KiotViet, commented that when QRPay is deployed synchronously, the tax industry will have a transparent data source that can be checked.

“This is the input to reduce manual inspection steps, support risk classification and promote tax management in a smart, modern direction,” said Mr. Tuan Anh.

Mr. Tuan Anh proposed 3 solutions in implementing QRPay:

First , technical standardization, parties need to unify API, KYC and integration process to ensure stable system operation, on a consistent interface.

Second , transparency of costs and transaction fees should be clearly announced from the beginning, procedures should be simple, and move towards being completely online. This is the deciding factor in whether a business household will switch and stick with QRPay or not.

Third , support for implementation in practice, QRPay needs direct guidance and training support for merchants.

At the workshop, Mr. Nguyen Duc Le - Deputy Head of Market Management Department, Department of Domestic Market Management and Development ( Ministry of Industry and Trade ) said that anonymity in e-commerce transactions makes it difficult to detect illegal money transfers without QR payment.

“Commodity transactions always come with money, goods and invoices. Managing these three factors well will make everything more transparent, and people will feel more secure when shopping in the e-commerce environment,” he emphasized.

QR payment boom

Speaking at the workshop, Mr. Pham Tien Dung, Deputy Governor of the State Bank of Vietnam (SBV), said that customers can now even pay by QR code for a cup of tea on the sidewalk or a bunch of vegetables at the market. The mandatory biometric authentication regulation helps this form of payment become more transparent.

He gave an example, when paying electricity bills through an account, just one second later, another family member will not be able to pay again because the banking system immediately records the transaction as completed. To do this, the electricity industry must have a centralized recording system and connect with the bank.

With cross-border QR, Vietnamese users can pay in Laos, Cambodia, and Thailand without needing a card or exchanging cash, bringing convenience to both tourists and Vietnamese people when going abroad.

Mr. Pham Anh Tuan - Director of Payment Department, State Bank of Vietnam said that in the first 9 months of the year, cashless payments reached more than 17.8 billion transactions with a value of more than 260 million billion VND (up 43.32% in quantity and 24.23% in value).

According to Mr. Nguyen Hoang Long, Deputy General Director of Napas, by October 2025, nearly 90 million Mobile Banking accounts had used VietQR to transfer money daily. In the first 10 months of the year, Napas recorded 3.6 billion money transfer transactions via VietQR, an increase of more than 52% in volume and 85% in value compared to the same period in 2024.
