The army strictly implements regulations on power control, prevention and fight against corruption and negativity.

On the afternoon of September 25, in Hanoi, the Central Military Commission held a conference to review the Party's inspection, supervision and discipline work in the Party Committee of the Army for the 2020-2025 term, chaired by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense.

During the past term, the Party Committee of the Army has always thoroughly grasped and strictly complied with the provisions of the Party Charter, resolutions, conclusions, directives, regulations, and rules of the Central Executive Committee, the Politburo , the Secretariat, and instructions of the Central Inspection Commission on the Party's inspection, supervision, and discipline work; promptly concretized and issued leadership and directive documents, procedures, and regulations for synchronous and unified implementation, suitable to the practical situation in the Party Committee of the Army.

The Central Military Commission, the Standing Committee of the Central Military Commission, Party committees and Party organizations at all levels regularly pay attention to leading, directing and comprehensively implementing inspection and supervision work throughout the Party, well implementing the inspection and supervision work plan for the 2020-2025 term and the inspection and supervision program and plan tasks of the Politburo , the Secretariat and the Central Inspection Commission; strengthen the situation grasp, detect and inspect Party organizations and Party members when there are signs of violations; promptly resolve petitions, denunciations and complaints; consider and strictly handle violating Party members and Party organizations.

Inspection and supervision work has made an important contribution to maintaining the Party's organizational principles, strengthening solidarity and unity, improving the leadership capacity and fighting strength of Party committees at all levels, Party organizations and the Army Party Committee, and leading the entire army to successfully complete assigned tasks.

Highly appreciating the results of the inspection and supervision work of the Party Committee of the Army in the past term, Chairman of the Central Inspection Commission Nguyen Duy Ngoc suggested that in the coming term, the Party Committee of the Army should thoroughly grasp the direction of inspection, supervision and enforcement of Party discipline, meeting the very high requirements of the task in contributing to building a revolutionary, disciplined, elite and modern Army, meeting the requirements of building and defending the Fatherland in the new era of development.

In particular, the Party Committee focuses on continuing to innovate thinking, methods, and ways of organizing inspection and supervision work in the spirit of General Secretary To Lam's direction, shifting the focus to preventing and warning of violations; building an effective supervision mechanism, detecting new positive factors, protecting cadres who dare to think, dare to do, dare to take responsibility; performing regular supervision well; along with that, promoting the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and creativity and Resolution No. 3488-NQ/QUTW dated January 29, 2025 of the Central Military Commission, breakthroughs, development of science and technology, innovation and comprehensive digital transformation, application of information technology; drastically and synchronously deploying tasks of digitizing documents, updating and building a database of inspection and supervision work; Strengthening connection and data sharing between agencies inside and outside the industry, ensuring information security and safety, striving to soon meet the requirements of data inspection and supervision.

Concluding the Conference, General Phan Van Giang affirmed that the results and achievements of the past term in inspection and supervision work have contributed to improving the leadership capacity and fighting strength of Party committees and Party organizations at all levels in the entire Party Committee of the Army and made an important contribution to the overall results in the Party building and rectification work of the entire Party.

In the coming term, with the important role and high requirements for the Party's inspection, supervision and disciplinary enforcement tasks, General Phan Van Giang requested Party committees and inspection committees at all levels to thoroughly grasp and well implement a number of key tasks and solutions, in which Party committees, Party organizations, and inspection committees at all levels, especially leaders, need to continue to raise awareness and responsibility in leading, directing and organizing the implementation of inspection and supervision tasks according to the Party Charter; strengthen leadership, direction and guidance of Party committees, Party organizations and inspection committees at lower levels to perform inspection and supervision tasks regularly, continuously, resolutely and with quality.

In addition, it is necessary to strongly innovate the thinking, methods and ways of organizing inspection and supervision work; link inspection and supervision work with power control; promptly warn early and prevent violations right from the grassroots level, not allowing small violations to accumulate into serious violations; synchronously implement measures to improve the effectiveness of inspection and supervision work, and attach importance to improving the quality of inspection and supervision right from the Party cell.

Party committees and inspection committees at all levels proactively study, thoroughly grasp, and strictly implement resolutions, conclusions, regulations, procedures, and instructions of the Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Committee on inspection, supervision, and Party discipline enforcement; promptly review, amend, supplement, perfect, and promulgate leadership and directive documents, regulations, procedures, provisions, and instructions on inspection, supervision, and Party discipline enforcement and military discipline in accordance with the characteristics of the situation and requirements of the agencies and units.

General Phan Van Giang also noted the need to proactively develop plans and programs for inspection and supervision; focus on inspecting and supervising the implementation of principles, working regulations, leadership regulations in key areas of work, the implementation of Party regulations, State laws, regulations of the Central Military Commission, the Ministry of National Defense; the overcoming of violations and shortcomings after inspection and supervision conclusions; inspecting and supervising cadres and Party members who show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", violations of Party principles and regulations, State laws, and military discipline; areas, work positions, agencies and units where violations are likely to occur.

At the same time, focus on self-inspection and self-supervision of Party committees and organizations at all levels; improve the quality and effectiveness of inspection and supervision work from the grassroots level; strengthen situational awareness, detection and inspection when there are signs of violations; resolve complaints and denunciations promptly and in accordance with regulations. Disciplinary action must be strict, accurate, timely, "no forbidden areas, no exceptions", combined with enhanced education and management to help Party organizations and Party members see violations and shortcomings, so that they can overcome and correct them.

Along with effectively coordinating with inspection, auditing, investigation, prosecution, trial agencies and functional agencies in performing inspection, supervision, enforcement of Party discipline and preventing and combating corruption, waste and negativity, General Phan Van Giang requested strict implementation of regulations on controlling power, preventing and combating corruption, waste and negativity in inspection, examination and supervision work; widely disseminating and propagating to Party organizations and cadres and Party members cases of disciplinary violations, typical violations, limitations, inadequacies, loopholes and shortcomings in management work, lessons learned through inspection, supervision and Party discipline work; remedial and preventive solutions to help Party organizations, cadres and Party members clearly recognize violations that need to be avoided, raise awareness and responsibility, make more progress and do better.

In particular, it is necessary to pay attention to building the Central Military Commission's Inspection Commission and inspection committees at all levels to ensure quantity, quality, effective and efficient operations; promote comprehensive digital transformation, resolutely and synchronously deploy tasks to meet the requirements of "data-based monitoring, data-based inspection" in inspection and supervision work...

On this occasion, the Central Military Commission awarded Certificates of Merit to 15 collectives with outstanding achievements in performing inspection and supervision tasks for the 2020-2025 term.
