The house of Mr. Ha Van Ha, Mi village, Phu Xuan commune (Quan Hoa) was supported to build according to Directive No. 22-CT/TU after being determined to meet the conditions and the land was not in dispute.
According to the review, Quan Hoa district has 1,343 poor households, policy households and households with housing difficulties eligible for support under Directive No. 22-CT/TU, of which 1,124 households are newly built and 219 households are repaired. By early May 2025, the district had 623 households supported to build new and repair houses with a total cost of over 38 billion VND. The remaining 720 households have not received support funds from mobilized sources, with a need of about 43 billion VND.
Through the integration of capital sources from programs and projects, Phu Xuan commune has 140 households supported to build new and repair houses according to Directive No. 22-CT/TU. However, the biggest difficulty for the locality is the problems related to land. Many households do not have land use right certificates or are living on agricultural and forestry land, land that has not been separated from the book, land in areas at risk of landslides or flooding... The case of Mr. Ha Van Ha's family in Mi village is an example. Although they are poor and have temporary houses, because they live on land that has not been separated from the book, they are not eligible to receive support at first.
“My family was initially very worried because the land had not been separated. Thanks to the province’s flexible policies, the confirmation that the land was not in dispute and was in accordance with the planning created conditions for my family to receive support to build a new house,” Mr. Ha happily shared.
Through information gathering, there are still many households in Phu Xuan commune that have not been able to implement support for house construction and repair according to Directive No. 22-CT/TU. These are households living in areas at risk of landslides, flash floods, and landslides, subject to emergency evacuation according to Decision No. 4845/QD-UBND dated December 1, 2021 of the Provincial People's Committee Chairman on approving the Project "Arrangement and stabilization of residents in areas at high risk of flash floods, landslides, and landslides in mountainous districts of the province in the period 2021-2025", without the conditions to buy resettlement land. According to Chairman of Phu Xuan Commune People's Committee Cao Hong Duoc: "To overcome the above difficulties, the locality is actively mobilizing households with surplus land to share with relatives, however, the achieved results are not high".
Similarly, Hoi Xuan town has 14 households that are subject to relocation due to the impact of flooding and landslides. To date, 5 households have relocated and built new houses, while 9 households have not been able to arrange land. Chairman of Hoi Xuan town People's Committee Ha Van Tuy said: "The difficulty is due to the lack of residential land for resettlement, which requires the participation of all levels and sectors."
Discussing the difficulties in the area, Head of the Department of Agriculture and Environment of Quan Hoa district, Do Phi Hung, said: The district Party Committee and People's Committee have directed departments, offices, and authorities of communes and towns to find solutions. Among them, there is a solution to mobilize relatives and clans to transfer part of the available residential land area to households lacking land. At the same time, the district recommends that the province promptly review suitable agricultural and forestry land areas, add them to the residential land fund, and serve the planning of concentrated resettlement areas.
In fact, Quan Hoa district is not the only locality facing difficulties in land-related procedures. On March 4, 2025, the Steering Committee for the campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025 held a meeting to assess the progress of the program "eliminating temporary and dilapidated houses" in the province. Land-related problems, especially for households living on traffic corridors, dike works, agricultural land, forestry land, etc. were discussed and solutions were found. The conference emphasized that functional departments, branches, People's Committees of districts, towns, and cities need to continue to review and focus on removing difficulties and problems, especially regarding land.
