Overcoming sand shortage, ensuring construction of Ho Chi Minh City Ring Road 3 on schedule

On the afternoon of May 15, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc chaired a working session with relevant departments and agencies after inspecting the progress of the Ho Chi Minh City Ring Road 3 construction project through Cu Chi district. Here, comrade Nguyen Van Duoc requested investors, especially the Traffic Project Management Board (Traffic Board), and contractors to clearly report the reasons for the delay in progress, avoiding the situation of being vague and unclear.

Reporting at the construction site, Director of the Traffic Department Luong Minh Phuc said that the overall progress of the Western packages has only reached about 35%-37%. The bridge section is still on schedule, but the road section is delayed due to the insufficient supply of sand.

In fact, in recent months, the amount of sand imported has only reached 40%-50%, and in April it has gradually increased but still not enough to meet the demand. The main reason is that contractors have not proactively purchased from the mines due to high sand prices, while the supply speed from mines in the West is still slow, greatly affecting the reinforcement of the roadbed. Mr. Luong Minh Phuc pledged to try 10 times harder to speed up the progress.

After inspecting a number of construction sites, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested that departments and branches work more closely with localities and sand mines to have a clear supply plan for each month, avoiding late or inaccurate reporting as in the past. Units must have a specific plan, and cannot rely on empty promises without convincing grounds. Regarding transportation, comrade Nguyen Van Duoc requested that relevant units clarify the process and remove obstacles, especially at checkpoints.

Comrade Nguyen Van Duoc requested the establishment of a special working group chaired by the Department of Construction to monitor and supervise the progress and quality of the project, and report weekly to the Ho Chi Minh City People's Committee. At the same time, reward units that perform well and strictly handle cases of slow progress and lack of responsibility. The Traffic Department provided a specific report on the causes of delays in sand transportation for discussion and resolution with relevant agencies such as the police and border guards.

“The city is determined to ensure the project is completed on schedule, aiming to open the entire route to traffic by the end of this year. Construction units must be more determined, work closely, promptly report difficulties, ensure this key project is not delayed, contributing to promoting economic and infrastructure development of Ho Chi Minh City in the coming time,” Comrade Nguyen Van Duoc directed.
