StartupBlink rates Ho Chi Minh City as the leader of Vietnam's startup ecosystem, maintaining its four-year consecutive rise in rankings thanks to strong growth in the fields of financial technology (Fintech) and blockchain. Ho Chi Minh City is currently in the global Top 30 in blockchain, ranking 2nd in Southeast Asia.

According to the report, Ho Chi Minh City is gradually affirming its position as the most dynamic startup center in the country, with increasingly complete support infrastructure, a creative and dynamic startup community and active support from the city government. This is the premise for Ho Chi Minh City to become an attractive startup destination in Asia.

Mr. Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, affirmed: “The promotion is a worthy recognition of the efforts of both the political system and the city’s startup ecosystem. Ho Chi Minh City aims to be in the Top 100 most dynamic startup ecosystems globally by 2030, focusing on three pillars: policy, infrastructure and human resources.”

StartupBlink's rankings are based on a variety of criteria, including the number and quality of startups, scale of support, local policies, international connectivity, and innovation capacity.

The report also pointed out a number of challenges that Ho Chi Minh City needs to overcome to reach international standards, including: a shortage of high-quality human resources in pioneering technology fields, a limited number of international startups, and a low openness of the digital environment.

In the coming period, Ho Chi Minh City will develop a Plan to develop an innovative startup ecosystem 2025-2030, and at the same time consult experts to prepare for implementing the goals of Resolution 57-NQ/TW, aiming to develop a sustainable, substantive, and globally competitive startup ecosystem.
