Construction of Lao Cai - Hanoi - Hai Phong railway to begin on December 19

The Lao Cai – Hanoi – Hai Phong standard gauge railway is nearly 419km long, with a total investment of more than 8.3 billion USD, and is expected to start construction simultaneously at 5 locations on December 19, 2025.

The information was given at a meeting on the evening of May 20 chaired by Prime Minister Pham Minh Chinh , Head of the Steering Committee for key national railway projects and works, to review the progress of railway connection projects with China.

The investor has completed the design of the land clearance boundary, the coordinates of the center line and the station; completed the review, measurement and adjustment of the route. Localities have established a Steering Committee for land clearance and implemented related tasks.

In addition, the investor is also choosing consultants to prepare environmental impact reports; change forest use purposes; prepare estimates for design consulting packages; prepare feasibility study reports; calculate and register capital needs to discuss with partners.

Along with this route, other connecting routes such as Hanoi - Dong Dang (156km, total investment of about 6 billion USD) and Hai Phong - Ha Long - Mong Cai (187km, total investment of about 7 billion USD) are being planned and preparing pre-feasibility study reports.

Concluding the meeting, the Prime Minister assigned the Ministry of Construction to establish a detailed schedule and submit it to Deputy Prime Minister Tran Hong Ha to assign specific tasks to each ministry and sector, ensuring scientific and effective implementation. Regarding capital sources, it is required to study and diversify forms of mobilization, including loans, bank capital, bond capital, public investment and public-private partnership (PPP) capital. The Ministry of Foreign Affairs continues to promote international cooperation, especially within the framework of the Vietnam-China Joint Statement.

Regarding the North-South high-speed railway project, the Prime Minister requested the Ministry of Construction, the Ministry of Finance, the State Bank and relevant agencies to urgently study the proposals of Vinspeed High-Speed ​​Railway Investment and Development Joint Stock Company and promptly report to competent authorities for consideration.
