Deputy Prime Minister Ho Duc Phoc cited examples from countries like South Korea and Japan – countries that started out similar to Vietnam but have succeeded by focusing on the private sector . South Korea has built world-leading corporations such as Samsung, Lotte and Posco. Japan is known for its system of small and medium-sized enterprises that are well-developed and sustainable.
According to Mr. Phuc, developing the private economy is necessary and correct. It is necessary to make decisions to develop the private economy along with other economic sectors to create a breakthrough for the economy.
Regarding the inspection and examination of enterprises, the Deputy Prime Minister raised the issue of the regulation of “only inspecting once a year”: “Is this regulation strict enough? What if we only inspect once and miss important issues such as food safety and fire prevention?”
Mr. Ho Duc Phoc reiterated that the Prime Minister had previously directed that duplicate inspections of the same content should not be carried out, but if applied too rigidly, it would cause difficulties in management.

Discussing on the sidelines of the meeting, Mr. Phoc proposed that each field should be clearly divided: important fields can be inspected periodically once a year; the remaining fields should apply the form of post-inspection or probability inspection in cycles of several years. Particularly, fields related to human health and life or at risk of fraud such as food safety, tax, trade... should be inspected annually. However, Mr. Ho Duc Phoc noted that it is necessary to delegate authority to the Government to regulate in detail, ensuring to avoid overlap between inspection and examination agencies.
In addition, the Deputy Prime Minister emphasized the importance of post-inspection handling, especially the strict handling of serious violations, including criminal prosecution if necessary.
Regarding the regulation exempting enterprises from actual inspections that comply with the law, the Deputy Prime Minister said that this regulation lacks practicality. Because the management agency cannot know in advance whether the enterprise is truly complying or not without inspection. Therefore, it is necessary to clarify this content for effective implementation in practice.
Regarding the fund to support the development of small and medium enterprises - especially the function of lending to startups - Mr. Phoc expressed concerns about its feasibility. According to him, establishing a loan fund that requires full capital recovery is very difficult, especially when there is no mechanism to guarantee assets or mortgage assets. Even commercial banks have difficulty in recovering capital, let alone a support fund. Therefore, he suggested that this fund should focus on support activities such as technology transfer, human resource training, and attracting high technology, rather than focusing on lending.
“For the private economy to develop strongly, the State must play a creative role, and the private sector will be the implementer. Success will come when there is a clear, transparent and fair legal environment for all,” the Deputy Prime Minister affirmed.
