Also attending were representatives of the Department of Agriculture and Environment, Finance, Provincial Youth Union, specialized departments of Ba Be district and local authorities.

At the meeting, the Steering Committee listened to Nam Mau commune report on the implementation of the program to eliminate temporary and dilapidated houses in the area. Accordingly, in 2025, Nam Mau commune has 71 households eligible for support, of which 65 households will build new houses and 06 households will repair. To date, only 14/71 households have completed the project, partly due to problems related to land.

The commune has 56 households in Dan May, Na Phai, Na Nghe, and Khau Qua villages that cannot build because their houses are located on special-use forest land, land belonging to Tuyen Quang province, land within the planning of 3 types of forests, or within the planning scope of special national monuments.
In the whole Ba Be district, in 2025, there will be 844 households that are subject to the removal of temporary and dilapidated houses, of which 701 households will be rebuilt and 143 households will be repaired. Up to this point, the whole district has had 567 households start and complete construction, reaching 67.2% of the plan, the locality with the highest completion rate in the whole province.
However, the biggest difficulty at present is still land-related problems. The whole district still has 68 households that do not have enough land to build houses, many of which are in Nam Mau and Cao Thuong communes, where the land is within the management boundaries of Tuyen Quang province or in relic areas and special-use forests managed by Ba Be National Park. In addition, the fact that many households are building houses at the same time also causes the supply of construction materials to be interrupted, and prices to increase, making progress difficult.

At the meeting, delegates discussed and clarified the problems and proposed many solutions. In particular, it was suggested that districts and communes establish working groups to directly support households with land-related problems. Specialized units need to focus on resolving the problems and ensuring the progress of housing completion according to plan.
Concluding the meeting, Comrade Hoang Thi Ngan highly appreciated the efforts of Ba Be district in the implementation, demonstrated by the completion rate of more than 67%. She suggested that the district and Nam Mau commune continue to promote the spirit of initiative, accelerate further in the coming period, especially focusing on thoroughly handling land-related problems, promptly reporting to the Provincial Steering Committee for solutions.

Along with that, the Working Group requested localities to continue to carefully review, not to miss any beneficiaries. For households under policy such as war invalids and martyrs, priority should be given to completing before July 27; households with meritorious services should complete before September 2, 2025.
