According to the proposal to adjust the investment policy of the Bien Hoa - Vung Tau Expressway project, phase 1, the Government proposed that the National Assembly consider adjusting the total initial investment of the project to VND21,551 billion, an increase of VND3,714 billion compared to the initial total investment approved by the National Assembly. The increase is mainly due to the compensation, support and resettlement costs of the 3 component projects.

The Quy Nhon - Pleiku Expressway Construction Investment Project is a national key project, starting at National Highway 19B in An Nhon Town, Binh Dinh; ending at Ho Chi Minh Road in Pleiku City, Gia Lai. The total length is about 125km, with 4 lanes, continuous emergency lanes, and a 24.75m wide roadbed. The Government proposes the project investment form as public investment; the preliminary total investment is about 43,734 billion VND, the project will be implemented from 2025 and completed in 2029.

Summarizing the discussion opinions, Vice Chairman of the National Assembly Vu Hong Thanh requested the Government to clarify the reasons, especially the subjective reasons, for having to adjust the investment policy of the Bien Hoa - Vung Tau expressway project phase 1; the responsibilities of relevant organizations and individuals; and at the same time, determine the specific time for project completion.

Regarding the Quy Nhon - Pleiku expressway construction investment project, the Vice Chairman of the National Assembly requested the Government to supplement the content related to the route direction associated with the planning, the connectivity of this project with other transport systems as well as explain more clearly why the public investment option was chosen in the current context of encouraging the attraction of socialized resources under the public-private partnership method.
