Land management from the commune level

Implementing a two-tiered local government model, from July 1, 2025, commune-level People's Committees will be authorized to issue land use rights certificates and certificates of ownership of assets attached to land (also known as land ownership certificates) to citizens. This is one of the contents demonstrating strong decentralization and delegation of power, while also placing demands on the responsibility of state management at the commune level in the field of land.

In reality, the issuance of land ownership certificates has faced limitations and inconveniences for citizens. One of the reasons cited is the lax enforcement of the law, with instances of avoidance, fear of responsibility, and corruption in the performance of official duties, leading to prolonged processing times and procedures. This is an issue that needs to be addressed in the future to bring land management into order and discipline.

With its advantages of being close to the people, understanding their history and origins, the commune level will contribute to resolving long-standing bottlenecks in issuing land ownership certificates. At the same time, it will reduce the tendency to shift responsibility to higher levels. With thorough decentralization regulations, land management, including the issuance of land ownership certificates to citizens, will essentially be centralized at the commune level, reducing intermediate levels, shortening processing times, and saving people time and effort. Emphasizing the autonomy and accountability of the commune level in this area will also help limit lax management, resolve disputes and conflicts from their inception, and prevent them from becoming unresolved and prolonged.

Land management is a specialized field; to do this job well requires not only the professional expertise of officials and civil servants but, above all, impartiality, objectivity, thoroughness, meticulousness, and a spirit of service, ensuring the legitimate rights and interests of the people.
