With its advantages of being close to the people, understanding their history and origins, the commune level will contribute to resolving long-standing bottlenecks in issuing land ownership certificates. At the same time, it will reduce the tendency to shift responsibility to higher levels. With thorough decentralization regulations, land management, including the issuance of land ownership certificates to citizens, will essentially be centralized at the commune level, reducing intermediate levels, shortening processing times, and saving people time and effort. Emphasizing the autonomy and accountability of the commune level in this area will also help limit lax management, resolve disputes and conflicts from their inception, and prevent them from becoming unresolved and prolonged.
Land management is a specialized field; to do this job well requires not only the professional expertise of officials and civil servants but, above all, impartiality, objectivity, thoroughness, meticulousness, and a spirit of service, ensuring the legitimate rights and interests of the people.
