Managing immigration and foreign activities through digital software

As a northern border province, Quang Ninh has a particularly important strategic position in terms of national defense, security and foreign affairs with both land and sea borders adjacent to China. In recent times, the number of foreigners and Vietnamese citizens traveling back and forth has increased, illegal acts in the field of entry and exit have become increasingly sophisticated, high-tech crime, smuggling, evasion of wanted warrants, illegal entry, etc. have developed unpredictably, directly affecting national security and social order and safety.

Faced with that reality, Quang Ninh Provincial Police have proactively developed the software “Management of cases related to immigration and foreigners”. The software was researched and developed by the Immigration Management Department, with the participation of many professional units. The system is programmed with modern technology and models to ensure safety and information security.

As the person directly advising on the implementation of this software, Lieutenant Colonel Duong Minh Hai, Head of Mong Cai Immigration Management Station (Immigration Management Department, Provincial Police) shared: The software will create a complete database of cases involving foreigners from administrative violations to criminal, civil... occurring in the area. In addition to monitoring the process and progress of case resolution, the software also provides additional features such as statistics, lookup, and reporting. Especially when there is enough data, it can be analyzed and evaluated by area, subject, and behavior to serve leadership and direction.

All data is stored digitally, including records, images, fingerprints..., helping retrieval, comparison, professional services and crime investigation achieve high accuracy and efficiency.

Lieutenant Colonel Pham Van Dung, Deputy Director of the Provincial Police Department, said: Putting the software into operation will contribute to creating a comprehensive database of incidents involving foreigners occurring in the province. This is an effective tool to help the police force at all levels grasp the situation, serving the leadership and direction in preventing, combating and handling violations of the law related to foreigners. More importantly, the software helps reduce paper records, increase accuracy, save time, and improve efficiency in serving people and businesses. Through testing, the system ensures information security requirements, in accordance with current regulations on protecting state secrets.

Currently, the Provincial Police Department is continuing to improve and expand the software connection with the national data system on foreigners, ensuring connectivity with existing systems of the Ministry of Public Security , while adding forecasting and big data analysis functions to serve specialized professional work.

The development and application of software for managing immigration and foreigners is a clear demonstration of the proactive, creative and determined spirit of digital transformation in the Quang Ninh Police force. The software not only serves well the state management of immigration but also makes an important contribution to maintaining national security, social order and safety, and economic and foreign development in the border areas of the Fatherland.
