Effective management and use of public assets after restructuring and streamlining the apparatus and administrative units

Speaking at the conference, opinions focused on information about the organization of staff and working headquarters before and after the arrangement of ministries, branches and localities. At the same time, through this, the need to use headquarters to meet the practical situation was proposed.

Accordingly, opinions say that after the arrangement of the focal points has decreased, the need to use the office premises has decreased, so there is a surplus of offices, many new constructions have been built so the depreciation value is still high. Unused offices will be difficult to supervise, preserve and degrade very quickly.

However, many headquarters do not meet the requirements for usable area when the number of cadres, civil servants, public employees, workers, functions and tasks in the same agency increases. In addition, after the arrangement, if the district headquarters is transferred to the commune level, it will lead to a situation of exceeding the prescribed standards and norms.

Delegates proposed to allocate surplus headquarters to other agencies and units in need or to convert them to other purposes in the fields of education, health, community activities, etc. At the same time, build, renovate, repair, and upgrade headquarters to meet working conditions.

For completed construction, upgrading, repair and renovation projects, which are under construction or are preparing for investment, delegates proposed to temporarily suspend and allow payment of expenses that have been made. Next, there should be a plan to adjust the purpose and scale of the project to continue to exploit and use appropriately, avoiding waste.

For some specific sectors and fields, it is proposed that the Ministry of Finance provide guidance on continuing to use headquarters at some branches in the context that the main headquarters do not meet the requirements. In addition, there are opinions suggesting that the Ministry of Finance issue specific guidance on procedures for exchanging headquarters between agencies; taking advantage of some surplus headquarters to arrange official housing for officials who have to work far away...

In his concluding remarks, comrade Bui Van Khang said that at this conference, the Ministry of Finance listened to opinions on implementation results and difficulties and obstacles to advise on solutions in handling public works and real estate when arranging and streamlining the apparatus and administrative units; projects, works, and headquarters under construction or with approved investment policies are affected by the arrangement and streamlining of the apparatus and administrative units.

He noted that this is a new issue with a large volume of work, so ministries, branches and localities need to be flexible when reviewing and arranging, ensuring accuracy and consistency. Do a good job of general inventory of public assets to have a plan for exploitation and effective use, avoiding waste.

The comrade assigned the Department of National Economic Synthesis (Ministry of Finance) to promptly advise on issuing guidelines for handling projects that have just started construction, are under construction or have to change investors..., striving to avoid interruptions in the investment process. The Department of Public Asset Management (Ministry of Finance) advised on developing norms for headquarters for each level, sector, agency, and unit; specific plans and guidelines for exchanging headquarters between agencies and units...

Regarding recommendations and proposals at the conference, the Ministry of Finance will receive and record them to report and advise the Government and the Prime Minister to soon have specific instructions.
