Opening the meeting, the Prime Minister said that in recent times, ministries, branches and localities have made great efforts in the fight against smuggling, trade fraud and counterfeit goods, achieving certain results; contributing to stabilizing production, business, markets, controlling goods, protecting people's health, peace, security and order...
However, recently, many serious cases have been discovered such as: fake milk in Hanoi, fake medicine in Thanh Hoa, fake food in Phu Tho, fake functional food in Hanoi, fake goods in Ho Chi Minh City... Fake goods are widely traded on social networks; the situation of manipulation, hoarding, price gouging... affects people's health, psychology, security and order, budget loss, and negatively impacts many other aspects of social life.
Emphasizing that this is a big, serious problem and frankly stating that it is due to the laxity of some agencies and some relevant localities, the Prime Minister questioned whether it is due to a lack of responsibility; overlapping, omission of tasks... The Prime Minister requested a strict review, clarifying the causes and responsibilities of organizations and individuals; at the same time, proposing tasks, solutions, and responsibilities of agencies, localities, and functional forces to prevent, repel, and end smuggling, trade fraud, and counterfeit goods.
According to Steering Committee 389, in 2025, the country's political security situation will be stable, the economy will maintain good growth momentum; the flow of exported and imported goods, passengers, and means of transport through border gates will continue to increase.
On the border routes, border gates, and sea areas, illegal transportation of prohibited goods such as drugs, firecrackers, foreign cigarettes, smuggled goods, goods of unknown origin, counterfeit goods, and poor quality goods such as: gasoline, oil, gold, alcohol, beer, sugar, cosmetics, functional foods, clothes, food, frozen goods, household goods, etc.
Inland, violations of the law on production and trade of counterfeit goods, goods infringing on intellectual property rights, goods infringing on product labels, trading in expired goods, goods of unknown origin, trading in smuggled goods, goods without invoices or documents, etc. continue to occur in most provinces and cities; and are openly traded on social networks.
Resolutely fighting against smuggling, trade fraud, and counterfeit goods, units and localities have arrested and handled more than 34,000 violations. Of these, more than 8,200 cases involved trading and transporting prohibited and smuggled goods; more than 25,100 cases involved trade fraud and tax fraud; more than 1,100 cases involved counterfeit goods and intellectual property violations; more than VND4,897 billion was collected for the State budget; nearly 1,400 cases and more than 2,100 subjects were prosecuted.
However, the situation of smuggling and illegal transportation of goods across the border is still complicated. Inland, the production and trade of counterfeit goods, poor quality goods, goods of unknown origin, and goods that infringe intellectual property rights are still operating openly in many places, increasing in the e-commerce environment on a large scale and for a long time, directly affecting people's health. The situation of illegal purchase and sale of invoices, tax fraud and taking advantage of favorable and open conditions in import policies for smuggling and trade fraud has not been detected and handled promptly...
