National Assembly finalizes additional regular expenditure estimate of more than 4,300 billion VND in 2025

The National Assembly passed a Resolution on supplementing the 2025 regular expenditure budget of VND 4,327,121 billion for ministries, agencies and localities.

On the afternoon of May 23, with 441/443 delegates participating in the vote in favor (equal to 92.26% of the total number of National Assembly delegates), the National Assembly passed the Resolution of the National Assembly on supplementing the regular expenditure budget (foreign non-refundable aid) in 2025.

Resolution on supplementing the regular expenditure estimate of the state budget from foreign non-refundable aid in 2025, supplementing the central budget revenue estimate in 2025 from foreign non-refundable aid capital of VND 4,327,121 billion and supplementing the regular expenditure estimate in 2025 from foreign non-refundable aid capital of VND 4,327,121 billion for ministries, central and local agencies as in Document No. 335/TTr-CP dated May 9, 2025 of the Government .

The Government reviews and is responsible for the accuracy of data and proposed content, ensuring that the budget supplements for ministries, central and local agencies are completed in accordance with procedures, standards, norms, spending regimes and conditions for budget supplements, and assigning foreign aid capital estimates in accordance with legal regulations; ensuring effectiveness and correct purposes, avoiding loss, waste and negativity.

In addition, the National Assembly Standing Committee, the Government, the Prime Minister , ministries, branches, central agencies, and local authorities at all levels, according to their assigned functions and tasks, shall effectively organize the implementation of this resolution.

The Standing Committee of the National Assembly, the Economic and Financial Committee, the Ethnic Council and other committees of the National Assembly, delegations of National Assembly deputies, National Assembly deputies, the Vietnam Fatherland Front and its member organizations, within the scope of their tasks and powers, shall supervise the implementation of this resolution.

The State Audit, within the scope of its tasks and powers, shall audit the implementation of this resolution to ensure compliance with legal provisions.

According to the report on supplementing the 2025 regular expenditure budget (non-refundable foreign aid) with a capital of more than 4,327 billion VND: The Ministry of Health is expected to receive an additional nearly 4,081 billion VND to settle aid goods for COVID-19 prevention and control.

The Ministry of Agriculture and Environment was allocated nearly VND127 billion to support typhoon No. 3 (Yagi). The Ministry of Science and Technology was allocated nearly VND19.2 billion to support science and technology, education-training and vocational training.

The Ho Chi Minh National Academy of Politics was given an additional budget of nearly 4.4 billion VND for education, training and vocational training. The Vietnam Women's Union was given an additional budget of 9.6 billion VND...

On the local side, Da Nang City and Son La Province were supplemented with over 11.7 billion VND and nearly 8.9 billion VND respectively to spend on ensuring social security and economic development in the area...
