FormerPresident Tran Duc Luong was an exemplary leader who devoted his whole life to the revolutionary cause, national development and protection. His passing is a great loss to the Party, State and people of Vietnam.

Throughout his life of revolutionary activities, from a diligent geological engineer to head of state, former President Tran Duc Luong left many profound impressions and made great contributions to the cause of national development, building and defending the Fatherland.
People unanimously support
Professor, Dr. Tran Ngoc Duong, former Deputy Head of the National Assembly Office, shared that during his work at the National Assembly Office, he had the opportunity to meet former President Tran Duc Luong.
During his meetings and following the instructions and decisions of former President Tran Duc Luong, he found him to be a very knowledgeable, thorough, practical, straightforward leader who dared to speak, act, and criticize wrongdoings.
"During his two terms as President, comrade Tran Duc Luong made special marks in domestic and foreign affairs, gaining the sympathy and support of the people of the whole country," said Professor, Dr. Tran Ngoc Duong.
He shared that former President Tran Duc Luong lived a very straightforward life. If subordinates made mistakes, the former President would directly criticize, instruct, and correct them.
That is why those who were close to him greatly loved and respected the late President Tran Duc Luong.
"In major meetings, President Tran Duc Luong always made profound statements to the people, which were greatly supported by the people," Professor, Dr. Tran Ngoc Duong said, adding that when comrade Tran Duc Luong held the position of President in 1997, Vietnam was in the early years of the renovation period.
Therefore, the achievements of the early period of renovation were extremely important, paving the way for the country's economic development and then political renovation.
"When comrade Tran Duc Luong held the position of President, Vietnam was also in the early stages of opening up and establishing diplomatic relations with other countries. President Tran Duc Luong established extremely good relationships with other countries, gradually affirming Vietnam's position in the international arena," Mr. Duong assessed.
Success in innovation and integration
Dr. Thang Van Phuc, former Deputy Minister of Home Affairs and former Director of the Institute of State Organizational Sciences, said that the years 1997-2006 were a "vibrant" period for Vietnam in implementing reform and innovation policies.
During this period, many ideas of President Tran Duc Luong accompanied the reform and innovation process strongly.

"President Tran Duc Luong is a very thorough and concrete person and a man of action, words and deeds always go together. President Tran Duc Luong has implemented many new policies, spreading and deploying ideas on economic and social development," said Dr. Thang Van Phuc.
In particular, during the difficult period of transition from awareness to action, former President Tran Duc Luong made a great contribution to changing awareness, establishing action programs of the Government and the Central Government, and creating a new face of Vietnam's administration in a modern direction.
Since the time of President Tran Duc Luong, we have begun to transform the administrative system from pure management to service-oriented administration, and then the whole process has been continuous.
Until now we still pursue an administration that serves the people and serves development.
"This is a long-term pursuit and a struggle to overcome the problems of the old regime of asking and giving to the new regime of being proactive and voluntary, creating a new environment for the development of resources of society, businesses and individuals," Dr. Thang Van Phuc shared.
According to Dr. Thang Van Phuc, from 1997 to 2006, Vietnam achieved remarkable successes in foreign affairs.
Specifically, from November 14 to 16, 1997, Vietnam successfully hosted for the first time the 7th Summit of French-speaking countries, or the 5th Asia-Europe Summit (ASEM 5) from October 8 to 9, 2004.
He said that these events have contributed to enhancing Vietnam's international position and prestige in the early stages of the international economic integration process.
During his two terms, President Tran Duc Luong made important contributions to the outstanding development achievements of our country in the early 21st century. These are important achievements that have helped Vietnam develop strongly.
