With the support of the Provincial People's Committee and departments, branches, the efforts and determination of all levels, branches and all people in the district, the traffic system of Quang Hoa district in recent years has been invested in construction, expansion, creating a smooth traffic artery from the province to the district, commune, hamlet and inter-hamlet. Thereby, meeting the travel needs of the people better and better, promoting cultural and social exchanges between areas in the district and neighboring areas; creating conditions for the production process to be continuous and rapid, increasing the expansion of raw material areas, at the same time attracting investors and enterprises to invest in agriculture and rural areas, especially agricultural and forestry processing industries; opening up many job opportunities for rural workers, contributing to shifting the labor structure from agriculture to non-agricultural industries in rural areas...

In the period of 2021 - 2025, Quang Hoa district mobilized investment resources of 248.3 billion VND to build 10 new district roads with a length of 27 km, renovate and upgrade 24 district roads with a length of 74.5 km; invested 496.871 billion VND, built 86 new commune roads with a length of 81.6 km, people contributed over 73,000 working days to renovate and upgrade 98 commune roads with a length of 118.7 km, exceeding the plan by 169.76%; invested 91.245 billion VND, exceeding the plan by 491.08% to build 80 new village and intra-field roads with a length of more than 74 km, mobilized people for 10,589 working days to renovate and upgrade 1 village, hamlet and intra-field road with a length of 14.2 km; invested 26,742 billion VND, exceeding 727.44% of the plan, built 10 new bridges, upgraded 1 residential bridge, total length 391.51m, exceeding 552.5% of the plan.

In 2024 alone, the district will balance and allocate over 124.8 billion VND of medium-term public investment capital, state budget, and provincial counterpart funds to implement the rural transport development program. Of which, 9.7 billion VND will be invested to open 4.85 km of new district roads; 19.2 billion VND will be invested to open 24 new commune roads with a length of 15.8 km; 25.5 billion VND will be invested to open 18 new village and intra-field roads, with people contributing 3,120 working days to renovate and repair them; 40.5 billion VND will be invested to renovate and upgrade 5 district roads with a length of 25 km. Invest in building 3 new bridges and renovating another bridge. Arrange more than 6.5 billion VND for regular maintenance of 28.5 km of provincial road 210 and more than 200 km of 22 district roads; More than 1.3 billion VND for regular maintenance of 241 commune roads with a total length of 437.48 km.

Since 2022, 19/19 communes in the district have had roads to the commune center. However, due to long-term investment, some communes still have short sections of roads that have not been asphalted/concrete. Currently, Quang Hoa has only 73.68% of roads to the commune center asphalted/concrete, 5/19 communes have not been completely asphalted/concrete including: Tien Thanh, Hanh Phuc, Chi Thao, Hong Quang, Ngoc Dong. It is expected that by the end of 2025, 18/19 communes will have roads to the commune center asphalted/concrete, reaching 94.74%. Hong Quang commune alone has not yet been allocated capital to implement this goal.

In addition to the achieved results, the direction and implementation in some communes and towns in the district is not really close, the implementation process is still slow, and the implementation is slower than expected. The allocation of budget sources is slow, so there are many shortcomings in bidding for projects. Professional and technical staff at the district and commune levels to organize projects are still weak. The implementation of integration from investment capital programs for different projects is not very effective, due to the scattered and patchy investment in infrastructure, especially rural traffic works. Some works and projects are entangled in forest land (according to the planning map of 3 types of forests) but in reality there is no forest, the occupied area is very small, mainly opening corners and holding routes.

In 2025, the district plans to invest 32 billion VND to renovate and upgrade 3 district roads 15 km long; 20 billion VND to open 6 new commune roads 15 km long; 25.5 billion VND to open 35 new village and intra-field roads 41.2 km long; 21.5 billion VND to renovate and upgrade 21 commune roads 21.8 km long. People are mobilized to contribute working days to maintain village and intra-field roads.

Chairman of Quang Hoa District People's Committee Vu Anh Tuan suggested: To continue to accelerate the progress of traffic infrastructure construction, especially the construction of rural traffic systems, Quang Hoa District recommends that provincial agencies and departments need to have a training plan for commune-level officials on how to prepare documents, establish costs for cement support, maintenance and repair of rural traffic roads, bidding for small-scale traffic projects, disbursement procedures for rural traffic roads managed by communes or training courses on implementing procedures for road search and rescue and overcoming the consequences of natural disasters... The province takes the lead in calling for investment promotion, prioritizing projects to develop traffic infrastructure, mobilizing resources from investors, organizations and individuals to invest in developing traffic infrastructure. Consider, balance and allocate additional funds to the standard for commune road maintenance to 8 million VND/km to cover the cost of repairing minor damages on roads managed by communes. Departments, branches and sectors advise the Provincial People's Committee to issue sanctions to strictly handle according to legal regulations investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct and delay the construction progress of traffic projects.
