
Many difficulties slow down progress
According to the report of the provincial Department of Agriculture and Environment, by April 26, 2025, the whole province had completed 7,134/11,523 houses for people with meritorious services and poor households (reaching 61.91%), with an allocated budget of more than VND 267.5 billion. Thus, the remaining number of houses to be completed in 2025 is 4,389 houses, with an additional funding requirement of more than VND 31 billion.
Mr. Ho Xuan Khanh - Deputy Head of the Rural Development Department (Department of Agriculture and Environment) informed that the implementation of eliminating temporary and dilapidated houses encountered some difficulties.
Specifically, after the reorganization of district-level departments, the task of poverty reduction, including the elimination of temporary and dilapidated houses, was transferred to the district-level department of agriculture and environment. However, in some districts, the officials in charge of poverty reduction did not follow their duties, leading to untimely consultation, work resolution, and reporting, which did not meet requirements.

According to localities, the remaining households implementing in 2025 are poor households, those in especially difficult circumstances (elderly, disabled, single, without labor, no contribution funds, etc.). Most are concentrated in mountainous areas, mostly in poor districts and especially difficult communes, where the terrain is complex, traffic is difficult; transportation costs, raw material prices and labor are high. In addition, some cases encounter difficulties with land procedures, etc.
Mr. Nguyen The Phuoc - Vice Chairman of Nam Tra My District People's Committee informed that the total number of houses implemented in the area is 1,813 houses, currently the communes are implementing drastically but facing some difficulties.
"The whole district still has 773 houses that are striving to be completed on schedule, but some households are in such difficult circumstances that there is no counterpart funding. To encourage them to build houses, in addition to helping with labor, they have to borrow more to buy materials, but the price of materials is high so they are afraid, do not dare to borrow money to build houses, afraid that they will not be able to pay" - Mr. Phuoc said.
Determined to complete before the rainy season
For housing for meritorious people in the province, there are 795 houses, all localities strive to complete all before July 27, 2025; for housing for poor households, try to complete before the rainy season. Localities are making efforts with many solutions to support house construction.

According to Mr. A Viet Son - Chairman of Nam Giang District People's Committee, currently focusing on the work of arranging administrative units has affected the progress of removing temporary houses; the officials in charge at district and commune levels have changed. However, the district is trying, there are many ways to support people to build houses, especially supporting human resources from the youth force, mobilizing workdays from neighbors, taking advantage of old house materials that can still be used...
"Nam Giang must complete 491 houses in 2025, of which 166 houses have not started construction due to the lack of allocated capital from the province. The houses that have started construction will all be completed before the rainy season, in September 2025," said Mr. Son.
At the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested localities to speed up the progress of removing temporary houses. Especially for houses for people with meritorious services, completion before July 27, 2025 is a mandatory requirement. Because this is the most practical gesture of gratitude to people with meritorious services on the occasion of the anniversary of War Invalids and Martyrs Day.
Mr. Tran Anh Tuan welcomed the efforts of localities to carry out many tasks at present; including the task of eliminating temporary houses, setting a time to complete this task is a great determination. Mr. Tuan suggested that localities regularly monitor and urge the progress of eliminating temporary houses. The district-level steering committee assigns specific tasks and groups of households to monitor the progress of implementation for each member.
Regarding funding, when there is a surplus of funding, especially in national target programs on housing support, the locality must return it to the province. If there is a shortage of funding, the locality must report specifically so that the province can allocate it to the district for implementation and timely support for the people.
Regarding the loan source to support the elimination of temporary housing, the Provincial Social Policy Bank will first allocate 50 billion VND from the source approved by the Provincial People's Council, disbursed in May 2025 to borrowers.
By May 10, localities will finalize the relevant data, households that do not comply cannot be delayed, households that do comply must have their addresses clearly identified to urge and mobilize people to do it soon, do it quickly, and cannot wait any longer. The final target for the entire province to complete the task of eliminating temporary houses is October 2025, in which the delta district must complete it in August 2025.
