This morning, April 6, at the regular Government meeting in March 2025, the Minister of Home Affairs reported and announced the results and rankings of the SIPAS and PAR INDEX in 2024 of the People's Committees of provinces and centrally run cities.
This is the 13th year that the Ministry of Home Affairs has implemented the assessment and determination of the PAR INDEX and the 8th year of implementing the measurement and determination of the SIPAS index.
The national SIPAS index in 2024 will reach an average of 83.94%, an increase of 1.28% compared to 2023. Of which, the 5 provinces and cities with the highest results are Hai Phong, Thai Nguyen, Hai Duong, Quang Ninh, Ba Ria - Vung Tau; the 5 provinces with the lowest results are Bac Kan, Lang Son, Quang Nam, An Giang and Quang Ngai.
Meanwhile, the PAR INDEX in 2024 of provinces and cities continued to maintain positive growth, with the highest average value ever, reaching 88.37%, 1.39% higher than in 2023. This is also the second consecutive time that 63/63 localities achieved results of over 80%.
According to the assessment, Hai Phong City ranked first in the PAR INDEX rankings in 2024 with a result of 96.17%, 4.3% higher and 1 rank higher than in 2023. This is the second time Hai Phong has led the country in terms of PAR INDEX (previously in 2021). At the bottom of the PAR INDEX rankings in 2024 is Cao Bang province, reaching 82.95%.
According to the announced results, Quang Nam's SIPAS index in 2024 reached 79.39%, ranking 61/63 provinces and cities (up 0.95% in value but down 2 ranks compared to 2023). The PAR INDEX reached 85.99%, ranking 54/63 provinces and cities (1.39% higher and up 2 ranks compared to 2023).
To deploy the determination of the SIPAS 2024 index, the Ministry of Home Affairs chaired and coordinated with the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Vietnam Veterans Association and the Vietnam Post Corporation to survey the opinions of 36,525 people in 195 district-level administrative units, 385 commune-level administrative units and 1,170 villages, hamlets, residential groups and neighborhoods.
The SIPAS index is a set of 42 indicators reflecting perceptions and assessments; 51 indicators reflecting satisfaction levels and 10 indicators reflecting people's needs and expectations.
The provincial PAR INDEX includes 8 assessment areas, 38 criteria and 88 sub-criteria, with a total assessment score of 100. Of which, 68 points assess the results of administrative reform and the implementation of socio-economic development targets; 32 points assess the impact of administrative reform through sociological surveys.
To determine the PAR INDEX in 2024, the Ministry of Home Affairs surveyed more than 85,600 ballots, including 36,525 ballots from the people to measure satisfaction; 49,159 electronic ballots surveyed the target group of officials, civil servants, and managers at ministries, localities, associations, and unions.
