At the conference, Mr. Nguyen Minh Tuan, Deputy Director of the Quang Ninh Department of Health, said: implementing the resolutions of the Central Government, the direction of the Provincial Party Committee and the People's Committee of Quang Ninh province, the Provincial Department of Health has completed the overall project to reorganize the health system according to the 2-level government model. On October 15-16, 2025, the Provincial People's Committee issued decisions to reorganize the entire system, effective from November 1, 2025.
As a result, the entire industry has reduced 126 focal points, including: reducing 1 specialized department of the Department, reducing 1 hospital (Ha Long General Hospital), reducing from 13 medical centers to 5 regional general hospitals; reducing 116 medical stations, to 55 main stations and 92 station points; merging 3 social protection units into the Quang Ninh Social Assistance Center.
The health station system was strongly strengthened: the number of staff increased from 1,058 to 1,516 people, the number of doctors increased from 140 to 253 doctors, reaching an average of 4.6 doctors/station as required by Resolution 72-NQ/TW. Equipment and infrastructure continued to be utilized, while reserve staff at the district level were transferred to directly support the health station.
The Department of Health has also issued temporary regulations on the functions and tasks of health stations, and is preparing to implement Circular 43/2025/TT-BYT, which will take effect from January 1, 2026.

Regarding the epidemic situation in the fall and winter, it is basically under control; no dangerous diseases such as H5N1 and MERS-CoV have been recorded; some diseases tend to increase such as measles with 836 positive cases (a sharp increase compared to 2024); COVID-19 with 860 cases (2.7 times increase).
The risk of seasonal flu, COVID-19, hand, foot and mouth disease, diarrhea, and dengue fever may increase due to cold weather and the year-end holiday season. In particular, the Department of Health warns of the risk of Chikungunya disease entering from Guangdong (China), where trade and tourism with Quang Ninh take place frequently.
Vaccination work was promoted: the Td vaccination campaign for 7-year-old children reached 67.4%, continuing to be implemented in November-December; health stations ensured cold chains, supplies and adequate vaccination for children; strictly controlled rabies vaccination and managed dog and cat herds.
The Quang Ninh health sector affirmed that it will continue to closely monitor developments and closely supervise the epidemic situation, ensuring the health and safety of people and tourists during the year-end holiday season.
