Quang Phu and Nam Nung focus resources on budget collection and disbursement of public investment capital

“The new apparatus has many new functions and tasks. Meanwhile, the physical facilities and staff have not yet met the standards. Localities must make redoubled efforts to complete all important tasks regarding budget collection and public investment.” That was the statement of Provincial Party Committee member and Vice Chairman of Lam Dong Provincial People’s Committee Vo Ngoc Hiep at a working session with the two communes of Quang Phu and Nam Nung on the afternoon of August 15.

Provincial Party Committee member, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep requested the two communes of Quang Phu and Nam Nung to focus resources on budget collection and investment capital disbursement.

The Vice Chairman of the Provincial People's Committee emphasized that first of all, in terms of budget collection, localities should coordinate with the local tax authorities to increase revenue in key areas. Many areas still have room to focus on solutions to exploit. Localities should assign specific tasks to officials and civil servants for each target, striving to collect 100-120% of the assigned target.

Socio -economic situation of Nam Nung and Quang Phu communes in the first 7 months of 2025 basically grew stably.

Regarding public investment, communes strive to complete 100% of allocated capital. In particular, 2 communes focus on removing obstacles and promoting disbursement of capital for national target programs. Localities coordinate with project management boards to clearly and closely assign tasks at each stage from approving policies, site clearance to project implementation.

After more than 1 month of operating the 2-level local government, the 2 communes of Quang Phu and Nam Nung have basically come into stable operation. At the meeting, the localities raised difficulties and obstacles in the process of socio-economic development, as well as the initial operation of the new government. Explaining the low state budget revenue in the area, Vice Chairman of the People's Committee of Quang Phu Commune, Ngan Thanh Hai, said that so far, the locality has only implemented 14/49.9 billion VND, reaching 28% of the estimate. The low revenue is due to the low revenue of the province in the commune, especially in the field of granting mineral exploitation rights.

“We propose that Tax Base 13 (Lam Dong Province Tax) closely coordinate with the commune government in budget collection. The unit needs to have a detailed plan for each source of revenue and tax, especially from hydropower companies,” Mr. Hai proposed.

Secretary of the Party Committee of Quang Phu Commune, Chau Van Bay, pointed out difficulties in the field of public investment in the area.

Regarding the disbursement progress of the three national target programs, Mr. Nguyen Xuan Danh, Chairman of the People's Committee of Nam Nung commune, informed that the locality has only disbursed nearly 4.5 billion VND, reaching 31% of the plan.

The reason is that after the merger, some projects and works were no longer suitable so they were stopped or capital was transferred, leading to a loss of time in investment procedures. The district budgets have not been handed over to the communes so there is no source of investment. …

Chairman of Nam Nung Commune People's Committee Nguyen Xuan Danh pointed out difficulties in implementing 3 national target programs in the area.

"For projects invested by district-level agencies in communes that have not been completed, the Provincial People's Committee needs to consider providing implementation instructions and speed up the disbursement progress of the projects," Mr. Danh said.

Department — Representatives of Lam Dong departments and branches answer difficulties and problems for localities

At the meeting, localities raised difficulties and proposed to provincial leaders issues such as: regional connectivity infrastructure still has shortcomings; increasing cadres and civil servants to support communes in the fields of information technology and land management; promoting the implementation of zoning planning by sector and field, ensuring the implementation of rural planning and investment in projects, etc.

In the first 7 months of 2025, the total budget revenue of Quang Phu commune was 25 billion VND, reaching 87%. The whole commune received and returned results for 124 petitions from citizens. For Nam Nung commune, the whole commune has implemented 14/14 houses under the Program to eliminate temporary and dilapidated houses. In July 2025 alone, the whole commune received 1,176 records, of which 1,002 records were resolved correctly and before the deadline, and 174 records are within the deadline.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep emphasized that with nearly 5 months left until the end of 2025, the two communes of Quang Phu and Nam Nung will focus on arranging staff in accordance with their capacity and strengths to complete and exceed socio-economic targets.

Regarding public assets, the Vice Chairman of the Provincial People's Committee requested the commune authorities to review and synthesize and submit to the Department of Finance. On this basis, the Department of Finance will guide localities on plans for effective arrangement and use. Departments and branches need to grasp the difficulties and problems of communes. Within their authority, the units will advise the Provincial People's Committee on solutions to support localities as soon as possible.
