The National Assembly Standing Committee has issued a resolution on the expected number, structure and composition of deputies to the 16th National Assembly.

According to the resolution, the total number of delegates to the 16th National Assembly is expected to be 500. Of these, the number of delegates in central agencies is 217 (43.4%), the number of National Assembly delegates in localities is 283 (56.6%).

The Resolution stipulates the expected number of delegates in central agencies to be allocated to agencies, organizations and units.

Specifically, Party agencies: 10 delegates (2%); Presidential agencies: 3 delegates (0.6%); National Assembly agencies (full-time National Assembly delegates in the Central region): 145 delegates (29%); Government and Government agencies: 15 delegates (3.0%).

Ministry of National Defense (including ministers, ministerial agencies, military regions and military branches): 13 delegates (2.6%).

Ministry of Public Security (including the minister): 3 delegates (0.6%).

Supreme People's Court: 1 delegate (0.2%); Supreme People's Procuracy : 1 delegate (0.2%); State Audit : 1 delegate (0.2%); Vietnam Fatherland Front: 25 delegates (5%).

According to the resolution, the expected number of National Assembly deputies in localities is 283. The number of National Assembly deputies in localities is allocated based on two structures: orientation and guidance.

Of which, the orientation structure is 179 delegates (35.8%) which is the framework structure for provinces and cities to use as a basis to introduce candidates.

Including: Key leaders in provinces and centrally-run cities and Heads of National Assembly delegations.

Full-time National Assembly deputies; Vietnam Fatherland Front; religious representatives; military; police; People's Court; People's Procuracy; Department of Justice; research institutes, universities, academies; enterprises, associations, and unions in the production sector.

The guiding structure is introduced by localities with 104 delegates (20.8%). This is a flexible structure for provinces and cities to use as a basis to introduce candidates, including representatives of the following sectors: science - technology, finance, education, health, culture - arts, representatives of local authorities, internal affairs, intellectuals, etc.

In this structure, attention should be paid to reasonably allocating the number of women, non-Party members, ethnic minorities, young people and self-nominated candidates.

The Resolution also stipulates the combined structure; a candidate for National Assembly deputy may have more than one combined structure, including:

Delegates are members of the Party Central Committee: about 80 - 90 people (16 - 18%), including 12 - 14 members of the Politburo and members of the Secretariat.

Delegates who are non-Party members: 25 - 50 delegates (5 - 10%).

Young delegates (under 40 years old): about 50 delegates (10%).

Re-elected delegates: about 160 delegates (32%).

Delegates from ethnic minorities must ensure that at least 18% of the total number of people on the official list of candidates for National Assembly deputies are ethnic minorities. Attention should be paid to ethnic minorities who have not yet participated in the National Assembly.

Women delegates must ensure that at least 35% of the total number of people on the official list of candidates for National Assembly deputies are women.

Regarding the expected allocation of the number of National Assembly deputies elected in each province and city according to the principle: Each province and city has at least 4 deputies residing and working locally.

The number of subsequent delegates is calculated according to the population and characteristics of each locality, ensuring that the total number of National Assembly delegates expected to be elected is 500 delegates. Ensuring that each province and city has at least 7 delegates.

The expected allocation of central delegates to run for local elections is based on the following principles:

- The National Assembly delegation has 7-10 delegates, including 3-4 central delegates.

- The National Assembly delegation has 11-15 delegates, including 5-6 central delegates.

- The National Assembly delegation has 16-17 delegates, including 7-8 central delegates.

- The National Assembly delegation has 18-19 delegates, including 8-9 central delegates.

- The National Assembly delegation has 21 delegates, including 9-10 central delegates.

- The National Assembly delegation has 32-38 delegates, including 15-17 central delegates.

The resolution also detailed the expected number of National Assembly deputies in provinces and cities. Of which, Ho Chi Minh City has 38 people, Hanoi has 32 people, Hai Phong has 19 people, Can Tho has 18 people, Da Nang has 14 people, Hue has 9 people...
