The National Assembly shortens the term of the 15th term, and elects a new term on March 15, 2026.

The National Assembly resolved that the election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is Sunday, March 15, 2026.

On the morning of May 21, at the 9th Session, the National Assembly voted to pass a Resolution on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; Election day for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The voting result received the approval of 449/449 deputies present, accounting for 93.93% of the total number of National Assembly deputies.

Accordingly, the National Assembly resolved that the election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is Sunday, March 15, 2026. The first session of the 16th National Assembly will be convened no later than 60 days from the election date. The first session of the People's Council for the 2026-2031 term will be convened no later than 45 days from the election date.

The National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy , the Nationalities Council, the National Assembly Committees, the National Assembly delegations, the National Assembly deputies, the People's Councils, the People's Council deputies, and relevant agencies and organizations, within the scope of their functions and tasks, are responsible for implementing this resolution.

The Standing Committee of the National Assembly said that Article 71 of the Constitution stipulates that the term of each National Assembly is 5 years. In special cases, if at least 2/3 of the total number of National Assembly deputies vote in favor, the National Assembly decides to shorten or extend its term at the proposal of the Standing Committee of the National Assembly. Article 2 of the Law on Organization of the National Assembly stipulates: The term of each National Assembly is 5 years, from the opening date of the first session of the National Assembly of that term to the opening date of the first session of the National Assembly of the next term.

The law also clearly states that the National Assembly decides to shorten or extend its term at the proposal of the National Assembly Standing Committee. Article 5 of the Law on Organization of Local Government stipulates: The term of each People's Council term is 5 years from the opening date of the first session of the People's Council of that term to the opening date of the first session of the People's Council of the next term...

The shortening or extension of the term of the People's Council is decided by the National Assembly upon the proposal of the National Assembly Standing Committee. The 15th National Assembly and People's Councils at all levels for the 2021-2026 term were elected on Sunday, May 23, 2021; the first session of the National Assembly opened on July 20, 2021 and People's Councils at all levels also opened around this time.

According to the provisions of the above law, it is expected that by July 20, 2026, the 15th National Assembly and People's Councils at all levels for the 2021-2026 term will end their term and by May 24, 2026 at the latest, the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must be elected.

However, based on the Party's policies and practical requirements, it is necessary to shorten the time between the National Party Congress and the first session of the new National Assembly and People's Council to promptly complete high-level personnel.

Along with that, the assignment of new term Party Committee members must ensure consistency, comprehensiveness, continuous stability, and connection of key cadres in Party, State, Government, Fatherland Front, and socio -political organizations. At the same time, Party Committees at all levels of the new term must promptly implement the Resolution of the 14th National Party Congress and Party Congresses at all levels.

Based on the provisions of the Constitution and laws, to implement Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, after careful, thorough and comprehensive consideration, the Standing Committee of the National Assembly found that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term scheduled to be held on Sunday, March 15, 2026 is in line with practical requirements.
