
During the morning session, the Minister of Foreign Affairs , acting on behalf of the Prime Minister, presented the draft Resolution of the National Assembly on a number of specific mechanisms and policies to enhance the effectiveness of international integration.
The Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs presented the verification report on the draft Resolution of the National Assembly on some specific mechanisms and policies to enhance the effectiveness of international integration.
Subsequently, the National Assembly held group discussions on the Draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law; the Draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration; and the investment policy for the construction project of Gia Binh International Airport.
In the afternoon, the National Assembly discussed in the plenary session: the draft Law on Tax Administration (amended); and the draft Law on Personal Income Tax (amended).
Afterward, the Minister of Finance explained and clarified some of the issues raised by the National Assembly deputies.
Earlier on November 18th, acting on behalf of the Prime Minister, Minister of Agriculture and Environment Tran Duc Thang presented a proposal stating that the Government proposed issuing a Resolution of the National Assembly to further institutionalize the Party's viewpoints and orientations, while also resolving difficulties and obstacles in the process of implementing the Land Law.
The draft Resolution adds three cases in which the State can reclaim land for socio-economic development in the national and public interest; including the implementation of free trade zone projects and international financial center projects.
The draft regulations stipulate the conditions for land acquisition for national defense, security, and socio-economic development purposes for the national and public interest; and the basis for land acquisition in cases where land is acquired according to the progress of an investment project or according to the progress of compensation, support, and resettlement.
At the same time, the regulations stipulate that land prices for calculating land compensation and resettlement land prices are based on land prices in the land price table and land price adjustment coefficients. In addition, land users are allowed to choose between a one-time payment or annual payment for land leases, except for land used by public service units.
The draft regulations stipulate that the basis for calculating land use fees, land lease fees, and compensation when the State reclaims land is the land price according to the land price table, the land price adjustment coefficient, and the rate for calculating land use fees for each type of land according to the land use subject and form.
Furthermore, land valuation must ensure five principles: Land valuation methods based on market principles; Adherence to the correct methods, procedures, and processes for land valuation; Honesty, objectivity, openness, and transparency; Independence between the land valuation consulting organization, the land price appraisal council, the land price adjustment coefficient appraisal council, and the agency or person authorized to decide on land prices; and a balance of interests between the State, land users, and investors. Land valuation methods are governed by government regulations.
