Construction of Gia Binh "5-star airport" lasting more than 20 years is too long

(Dan Tri) - Phase 1 of Gia Binh airport from 2026 to 2030 will ensure a capacity of 30 million passengers. National Assembly delegates said that is reasonable, but phase 2 lasting until 2050 is too long.

The investment policy for the Gia Binh international airport construction project was discussed by National Assembly deputies at the group discussion session on November 19.

Gia Binh Airport is expected to be invested according to international standards, meeting 5-star international airport service standards, and is among the top 10 5-star airports in the world according to Skytrax criteria.

The total investment capital of Gia Binh airport is about 196,400 billion VND. Of which, phase 1 is about 141,000 billion VND, phase 2 is more than 55,000 billion VND.

Gia Binh airport is expected to meet the demand of about 30 million passengers/year and 1.6 million tons of cargo/year by 2030; about 50 million passengers/year and 2.5 million tons of cargo/year by 2050.

Vice Chairman of the Committee for Culture and Society Ta Van Ha supported this policy and said that investing in Gia Binh airport on an international scale would not only serve air transport, but also create momentum for the development of the capital region.

The project is also built with the goal of sharing pressure with Noi Bai airport, which has been overloaded for many years.

Acknowledging that mobilizing private capital for the project is an important step forward, opening up a more dynamic aviation market, Mr. Ha is concerned that the project implementation time is too long, from 2026 to 2050.

According to the plan submitted by the Government , phase 1 of the project will be implemented in 2026-2030 to reach a capacity of 30 million passengers and 1.6 million tons of cargo per year. Mr. Ha said that was appropriate, but phase 2 lasting until 2050, 20 years later, was too long, according to him.

"Project investment must be faster, progress must be more urgent and focused so that Gia Binh airport can become a 5-star airport," Mr. Ha emphasized.

He also emphasized the need to calculate traffic connections between the airport and the expressway and urban railway systems to ensure the most efficient operation of the project.

Regarding site clearance, the Vice Chairman of the Committee for Culture and Society suggested that it is necessary to study a specific mechanism for the project, because the area where the airport will be built is Kinh Bac region - where "every inch of land, every roof" is imbued with cultural and historical values.

"People are willing to sacrifice and support major policies, so when implementing them, there needs to be appropriate behavior and policies," said Mr. Ha.

National Assembly Delegate Pham Van Thinh (Vice Chairman of Bac Ninh Provincial People's Committee) also proposed applying a special mechanism to relics located on the project of the road connecting Hanoi to Gia Binh airport.

The draft resolution allows the relocation of 25 religious and cultural structures recognized as relics, but in reality, during the implementation process, another important project has arisen, which is the road connecting Hanoi to Gia Binh airport. This road passes through two relics in Bac Ninh province.

Therefore, the leaders of Bac Ninh province proposed that in the draft resolution, the National Assembly and the Government could consider applying the same relocation mechanism as with 25 religious and cultural works to ensure consistency.

“If there is an airport, there must be roads. If there is only an airport but no connecting roads, it is not reasonable,” Mr. Thinh said.

Meanwhile, delegate Nguyen Thi Yen (HCMC) requested further clarification of the 43km distance between Noi Bai airport and Gia Binh airport, to assess the possibility of sharing the air route, saving costs on expanding airspace and flight control infrastructure.

For people whose land was recovered to build Gia Binh airport, the female delegate suggested that in addition to compensation and resettlement support, attention should be paid to career conversion plans to ensure sustainable livelihoods, especially for thousands of households living on agriculture.
