Regulations of the Secretariat on the functions and tasks of the Central Steering Committee on foreign information work

This Regulation prescribes the functions, tasks, organizational structure, principles and working regime, and working relations of the Central Steering Committee on foreign information work (hereinafter referred to as the Steering Committee).

This regulation applies to the Steering Committee, the Standing Committee of the Steering Committee, members of the Steering Committee, the Standing Body of the Steering Committee (abbreviated as the Standing Body) and relevant Party committees, Party organizations, agencies, organizations, units and individuals.

The Steering Committee is established by the Secretariat and is responsible to the Secretariat for directing, coordinating, guiding, urging, inspecting, supervising, summarizing, and concluding foreign information work. The Steering Committee is under the direct leadership and direction of the Secretariat.

The Steering Committee operates according to the principle of democratic centralism; collective discussion, the Head of the Committee concludes and directs implementation. The Steering Committee operates according to assigned functions and tasks; complies with Party regulations and State laws.

The Steering Committee is responsible for advising and proposing to the Secretariat to decide on policies, tasks and solutions for foreign information activities in each period; directing, orienting, urging, inspecting, supervising, summarizing and concluding the implementation of annual foreign information tasks; developing a coordination mechanism and providing information on foreign information activities of Party and State agencies and people's organizations; researching and exchanging international experiences in the field of foreign information; presiding over, coordinating training, guiding and organizing training and fostering of foreign information work force to improve the quality of task performance.

The Steering Committee has the right to request and guide agencies, units, provincial Party Committees, city Party Committees, and Party Committees directly under the Central Committee to perform foreign information tasks; report on leadership, direction, and the situation and results of performing foreign information tasks.

For important foreign information tasks, the Steering Committee decided to establish interdisciplinary working groups to exchange information, unify leadership and direction content, and implementation methods and resources.

The Steering Committee sets out the direction for implementing foreign information work for each year. On that basis, the member agencies of the Steering Committee develop specific foreign information work plans and programs in accordance with their assigned functions, tasks and powers.

The Steering Committee works according to the annual program; periodically organizes a 6-month review conference, a year-end conference on foreign information work and sets out directions and tasks for the following year. The conclusions of the Steering Committee's conferences are notified in writing to central and local departments, ministries, and branches throughout the political system for implementation. The Steering Committee coordinates with relevant units to organize conferences, seminars, workshops, and exchange opinions on important issues to improve the effectiveness of foreign propaganda activities in each specific period.

The Standing Committee of the Steering Committee meets every three months. The conclusions of the meetings of the Standing Committee of the Steering Committee are notified in writing to the members of the Steering Committee for implementation. Based on requirements and tasks, the Head of the Committee decides to convene extraordinary meetings of the Steering Committee and the Standing Committee of the Steering Committee. The Standing Committee of the Steering Committee presides over the organization of an inter-sectoral working group to inspect and survey the implementation of foreign information tasks at agencies, units, localities, a number of press agencies and Vietnamese representative agencies abroad.

The Steering Committee is under the direct and comprehensive leadership and direction of the Secretariat in performing its assigned functions, tasks and powers; and reports to the Politburo and the Secretariat according to regulations.

The Steering Committee directs, guides, coordinates, urges, inspects, and supervises the advisory and support agencies of the Central Committee, provincial Party Committees, city Party Committees, and Party Committees directly under the Central Committee in foreign information work.

The Steering Committee exchanges necessary information with agencies and organizations; invites representatives of central and local agencies and press and media agencies to attend conferences related to foreign information tasks.

Decision No. 345-QD/TW stipulates the tasks and powers of the Steering Committee, the Head, Deputy Head, members of the Steering Committee, the Standing Committee of the Steering Committee, and the Standing Agency.

The Central Propaganda and Mass Mobilization Commission is the Standing Agency of the Steering Committee; responsible for advising, assisting, and serving the activities of the Steering Committee and the Standing Committee of the Steering Committee; supporting the activities of the Steering Committee members when necessary related to the performance of the functions and tasks of the Steering Committee.

Every 6 months or when requested, the Steering Committee reports on its performance to the Politburo and the Secretariat and proposes directions for the work in the following period. Every quarter and when requested, the member agencies of the Steering Committee report in writing to the Steering Committee and the Standing Committee of the Steering Committee on the implementation of foreign information work. Timely detect and report to the Head of the Steering Committee and the Standing Committee of the Steering Committee on important, complicated, and unexpected events and incidents that attract public attention to direct and orient foreign information.

Every 6 months, 1 year and when requested, provincial Party Committees, city Party Committees, Party Committees directly under the Central Committee; Steering Committees for external information work of provinces and cities; relevant agencies and organizations report to the Steering Committee on the situation and results of implementing external information tasks.

This regulation takes effect from the date of signing (July 29, 2025).

The Central Steering Committee on External Information Work, Central agencies, provincial Party Committees, municipal Party Committees, Party Committees directly under the Central Committee and relevant agencies, organizations, units and individuals are responsible for implementing this Regulation. During the implementation process, if any problems arise that require adjustment or supplementation, the Steering Committee shall report to the Secretariat for consideration and decision.
