Accordingly, the press, radio and television agencies of provinces and cities directly under the provincial and municipal Party Committees are the mouthpieces of the local Party Committees, authorities and people; at the same time, they are the information bridge between the Party, authorities and people, performing the function of information and propaganda through printed newspapers, electronic newspapers, radio and television newspapers, and information content channels on cyberspace; they are public service units, carrying out press activities according to the Party's regulations and the State's laws.
15 tasks of provincial and municipal press, radio and television agencies
The tasks are specified as follows:
1. Information and propaganda on the Party's guidelines, policies and resolutions, the State's policies and laws; resolutions, directives and decisions of local Party committees and authorities; education on patriotism, the ideal of national independence and socialism, healthy lifestyles and good traditions; enhancing ideology, humanity and science, creating social consensus and trust, arousing the aspiration to develop a strong and prosperous Vietnam; serving the Party's revolutionary cause and the country's innovation cause, contributing to the realization of the goal of a rich people, a strong country, democracy, fairness and civilization.
2. Participate in launching and organizing patriotic emulation movements; discover and set examples of typical and advanced collectives and individuals; encourage good models, creative ways of doing things, good people and good deeds. Timely detect and reflect on difficulties, limitations and shortcomings in the implementation of State policies and laws, ensuring social criticism in the right direction, in the spirit of building for the common interests of the People and the country. Participate in summarizing practices, drawing and disseminating experiences, contributing to supplementing and perfecting the Party's viewpoints and guidelines, State policies and laws and local regulations, bringing the Party's guidelines and resolutions, State and local policies and laws into life.
3. Organize the reception, processing, and posting of information in a timely and accurate manner; truly be a forum to promote democracy and social responsibility of the People in accordance with the law; contribute to building a strong Party organization and organizations in the local political system.
4. Resolutely fight against wrongdoings, refute the distorted views and arguments of hostile forces, protect Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and policies, and the State's policies and laws. Actively monitor, detect, fight, prevent and combat corruption, waste, negativity and bureaucracy; provide feedback on issues of public concern, ensure the role of leading and orienting public opinion, and maintain information sovereignty in cyberspace.
5. Organize the production, transmission, broadcasting, publishing, and storage of printed newspapers, electronic newspapers, programs, radio and television channels, digital information content, and press agency channels on cyberspace in Vietnamese, ethnic languages, and foreign languages according to regulations.
6. Directly operate, manage and exploit specialized technical systems to produce content and programs; transmit, transmit and broadcast local and national radio and television programs; provide content and programs on the agency's digital platform and other digital platforms according to the provisions of law; link and coordinate with Voice of Vietnam , Vietnam Television, and other press agencies to produce and distribute press products, produce radio and television programs broadcast on national and local stations according to regulations.
7. Organize advertising, business and service provision activities; receive sponsorship and support from domestic and foreign organizations and individuals in accordance with the law.
8. Conduct scientific research and apply scientific and technological advances, digital transformation in the agency's operations. Organize professional training and journalism skills according to the law. Carry out international cooperation in areas within the agency's functions and tasks according to the law.
9. Participate in developing economic and technical standards in the fields of journalism, radio and television; develop plans and projects for the development of journalism, radio and television careers and organize the implementation of approved plans and projects according to regulations. Implement investment and construction projects, participate in developing journalism, radio and television careers in the locality according to regulations.
10. Build a strong press, radio and television agency; build a team of officials and employees with a firm stance and viewpoint, good expertise, professionalism and professional ethics. Manage the organization, officials and employees; implement personnel work, salary regimes, other regimes and policies for officials and employees under the management scope according to regulations.
11. Operate as a revenue-generating public service unit; carry out political tasks assigned by competent authorities, place orders, bid and through other support methods, ensure funding as prescribed.
12. Is a level I budget unit of the provincial and municipal budget. Manage and use revenue from advertising, business, service provision and funding sources according to the provisions of law. Manage and use the budget and public assets; manage and supervise revenue, expenditure and financial settlement according to the provisions of the Party and the laws of the State.
13. Develop long-term, medium-term, and annual programs and plans, and important projects and proposals of the agency to carry out assigned tasks. Carry out administrative reforms, prevent and combat corruption, waste, and negativity. Resolve complaints and denunciations according to authority and legal regulations.
14. Carry out periodic and ad hoc reporting to the competent authority and management agency as prescribed.
15. Perform other tasks as prescribed by relevant laws; assigned by the Party Committee and Standing Committee of the Provincial Party Committee.
There are no more than 6 room-level units.
Clause 1, Article 3, Regulation No. 373-QD/TW states: Leadership of press, radio and television agencies: Including the director and no more than 4 deputy directors.
At Point a, Clause 2, Article 3 on organizational structure stipulates: Provincial and municipal press, radio and television agencies have no more than 6 department-level units (hereinafter referred to as departments); Hanoi and Ho Chi Minh City have no more than 7 departments.
If necessary, the Standing Committee of the Provincial Party Committee or the City Party Committee shall consider and decide to establish additional departments and public service units under the provincial and municipal press, radio and television agencies based on the requests, task requirements and financial autonomy of the provincial and municipal press, radio and television agencies; ensuring compliance with regulations.
According to Point b, Clause 2, Article 3: The Standing Committee of the Provincial Party Committee and the City Party Committee shall consider and decide on the specific names of the departments in accordance with the requirements and characteristics of the locality, according to the following naming orientations of the departments: Office; Secretary - Editorial Department; News Department; Specialized Department; Technical - Technology Department; Service - Advertising Department.
Minimum 5 employees to establish a department
Point c, Clause 2, Article 3 stipulates: A department must have at least 5 employees to be established. A department with less than 7 employees is assigned a department head and 1 deputy department head; a department with 7 to 20 employees is assigned a department head and no more than 2 deputy department heads; a department with 21 or more employees is assigned a department head and no more than 3 deputy department heads.
The regulation also clearly states that, in the process of restructuring the apparatus according to the policies, conclusions and regulations of the Central Government, the number of deputy leaders of the provincial and municipal press and radio and television agencies and affiliated departments may be arranged more than the regulations in Clause 1 and Clause 2 of this Article, but not exceeding the number of existing deputies of the agencies before the merger. After a maximum of 5 years, it must be implemented in accordance with the regulations.
The staffing of provincial and municipal press, radio and television agencies is considered and decided by the Standing Committee of the Provincial or Municipal Party Committee based on requirements, tasks, and financial autonomy, in accordance with the approved job positions of the agency within the total staffing assigned by competent authorities according to regulations.
In the process of restructuring the apparatus according to the policies, conclusions and regulations of the Central Government, the number of staff of provincial and municipal press, radio and television agencies shall not exceed the current number of staff of the agencies before the merger.
Based on assigned tasks and financial autonomy, provincial and municipal press, radio and television agencies shall sign labor contracts and implement the collaborator regime according to regulations.
The Regulation clearly states the working relationship and implementation provisions. Provincial and municipal Party Committees shall, based on this Regulation, specify the functions, tasks, and organizational structure of provincial and municipal press, radio and television agencies in accordance with reality.
The Central Organizing Committee shall preside over and coordinate with relevant agencies to monitor, urge and inspect the implementation of this Regulation; propose supplements and amendments when necessary.
This Regulation takes effect from the date of signing (September 23, 2025) and replaces Regulation No. 338-QD/TW dated November 26, 2010 on functions, tasks, and organization of press agencies of Party Committees of provinces and centrally run cities.
