On August 30, 2024, the Ministry of Construction issued Circular No. 08/2024/TT-BXD, regulating the numbering and mounting of house and construction works. This Circular takes effect from October 15, 2024 and abolishes Decision No. 05/2006/QD-BXD dated March 8, 2006 of the Minister of Construction promulgating the Regulations on numbering and mounting of house numbers.
The Circular includes 05 Chapters and 25 Articles, of which Chapter II, Article 6 stipulates the numbering of houses on streets and roads, specifically as follows:
1. Numbering of houses on the street frontage shall use a series of natural numbers (1, 2, 3..., n) in order from smallest to largest number in the direction specified in Clause 2 of this Article. The house on the left shall have an odd number (1, 3, 5, 7...), the house on the right shall have an even number (2, 4, 6, 8...).
In case a house has a door opening onto two different streets, the house is numbered according to the street with the larger cross-section; if the streets have equivalent cross-sections, the house is numbered according to the street with the main door to the house or according to the street that has been numbered consecutively.
2. The direction of numbering houses on streets and roads is implemented according to the following regulations:
a) House numbering is done from North to South, from East to West, from Northeast to Southwest, from Southeast to Northwest;
b) In case special roads and streets do not comply with the provisions at Point a of this Clause, the direction of house numbering shall be decided by the People's Committee at the district level (for example, for radial roads and streets, the direction of house numbering shall be from the center of the city, province, district, town, or township outwards from the center);
c) Streets and roads that were numbered before this Circular takes effect shall retain the same house numbering direction.
3. For roads and streets without continuous houses (still vacant land), the People's Committee at the district level shall base on the detailed construction planning on the road or street approved by the competent authority to number the houses and ensure that there are spare house numbers for the houses and constructions on that road or street; in case there is no detailed construction planning for the road or street, the People's Committee at the district level shall decide to organize the numbering and installation of house number plates to ensure compliance with the specific conditions of each area.
4. In case an unnumbered house arises between two consecutively numbered houses on a street or road, the newly arisen houses can be numbered in one of the following two ways:
a) Numbering by combining the name of the smaller house number and the uppercase Vietnamese letter (A, B, C,...), starting from the letter A (for example: the house number arising between two houses number 20 and number 22 is numbered 20A, 20B, 20C, ...);
b) Numbering by combining the name of the smaller house number and a hyphen and a natural number, starting from number 1 (for example: a house number arising between two houses number 20 and number 22 is numbered 20-1, 20-2, 20-3,…, 20-24, 20-25,….,22).
5. For newly built road or street sections extending to the end of a road or street, house numbers shall follow the last house number of that road or street according to the provisions of this Circular.
In 2024, the Department of Culture, Sports and Tourism will be the agency in charge of advising the Provincial People's Committee and the Provincial People's Council to issue contents on names of roads, streets and public works such as: Bank of names of roads, streets and public works in Dak Lak province; Resolution on naming roads and adjusting the limits of some roads in Buon Ma Thuot city (phase 5); Resolution on naming roads and public works in Buon Ho town, phase 3. Circular No. 08/2024/TT-BXD, dated August 30, 2024 of the Ministry of Construction will be an important basis for the Department of Culture, Sports and Tourism to advise on contents related to names of roads, streets and public works to ensure quality and suitability to reality./.
