Regulations on the level of expenditure for determining the level of disability

On October 9, 2024, the Minister of Finance issued Circular 72/2024/TT-BTC guiding the state budget to determine the level of disability and issue Disability Certificates.

Accordingly, the expenditure level for determining the level of disability and issuing the Certificate of Disability from December 1, 2024 will be regulated as the expenditure for stationery; printing the Certificate of Disability, forms; purchasing books, books, documents for management work: The expenditure level is paid according to the actual amount based on invoices, legal expenditure documents within the budget assigned by the competent authority and the provisions of law on bidding, payment of wages for meetings of the Council to determine the level of disability, the chairman of the Council: VND 100,000/person/session, attending members: VND 70,000/person/session. The amount of payment for medical appraisal is based on the content of the appraisal request and the medical appraisal fee in the Schedule of fees for appraisal and issuance of medical appraisal certificates, which stipulates the collection level, collection, payment, management and use of appraisal fees for issuance of medical appraisal certificates. A person with a mild disability when the Medical Assessment Council concludes that they are able to take care of themselves or have a reduced working capacity of less than 61%. In case the document of the Medical Assessment Council before the effective date of this Decree concludes that the ability to take care of themselves or the level of reduced working capacity is unclear, the Council for determining the level of disability shall determine the level of disability for the person with a disability according to regulations. The state budget shall ensure funding for determining the level of disability and issuing a Certificate of Disability according to the decentralization of state budget management.
