The Project to Adjust the General Planning of Da Nang City to 2030, with a vision to 2045, orients urban development according to the structure of 3 typical urban areas, 1 ecological area and new urban models such as compact urban areas, airport urban areas, seaport urban areas... The implementation of the above project and zoning plans is expected to create driving forces for socio -economic development for Da Nang.

New urban development models
In recent times, planning work has always been at the forefront, one step ahead and has been very important in the process of building and developing the city. The project to adjust the general planning of Da Nang city to 2030, with a vision to 2045, approved by the Prime Minister in Decision No. 359/QD-TTg dated March 15, 2021, has oriented the development of a multi-polar Da Nang city with many compression nodes effectively integrated with the traffic network and transit points connecting the city. Based on natural features and natural resources, the city is structured into 3 typical urban areas, including: waterfront area, green core area and hillside area.
At the same time, establishing ecological zones as the main deciding factor for urbanization boundaries, regulating management with principles to promote tourism development potential, conserve biodiversity and promote sustainable development, towards an ecological and livable city... The urban model is transformed from widespread, unipolar development, single-purpose land use, to compact urban, multipolar, multi-center development; multi-purpose land use with models of compact urban, ecological urban, smart urban, airport urban, seaport urban, university urban... The project also sets out a strategy for developing a complete and synchronous framework infrastructure for airports, seaports, railways, waterways, and roads...
The city has identified priority projects to implement the master plan, especially projects in the fields of socio-economic infrastructure, key technical infrastructure and projects using diverse capital sources (central, local, socialized) to create momentum to promote local socio-economic development.
Currently, the city is implementing the concretization of this master plan adjustment project with a series of key tasks, specific work items and integrating with programs and projects related to the fields of planning, infrastructure construction, urban embellishment, such as the Urban Development Program of Da Nang City for the period 2021-2030; the project "Building Da Nang - Environmental City" for the period 2021-2030; the project "Building a smart city in Da Nang City for the period 2018-2025, oriented to 2030... Along with that, implementing the establishment of 19 urban subdivision and functional subdivision plans, such as: subdivision along the Han River and the east bank, urban subdivision of Hoa Vang district town, airport subdivision, subdivision along Da Nang bay, high-tech subdivision...

Urban center of Da Nang city
The zoning plan for the Han River and East bank (scale 1/2,000) was approved by the City People's Committee in November 2023 with new orientations in urban restructuring, worthy of being the urban center of Da Nang city. This urban subdivision has a total area of 6,675 hectares with boundaries bordering Son Tra peninsula, the East Sea and Quang Nam province to the north, east and south; and the west borders Le Do - Nguyen Tri Phuong - Nguyen Huu Tho - Vo Chi Cong road axis, Co Co river (western branch of Dong No area), including more than 30 wards belonging to part of Hai Chau, Thanh Khe, Ngu Hanh Son, Cam Le districts and the entire Son Tra district (except Son Tra peninsula).
This subdivision is characterized as an urban center, an administrative center -
city's political center; riverside and coastal tourism gateway of the city; regional financial center; national and international conference and seminar center (MICE); high-quality education and training center of the Central Highlands - Central region; cultural and sports center, medical center of the city.
One of the highlights of this urban zoning plan is the urban highlights. Accordingly, the central business district (CBD) is determined in the area surrounded by major roads such as Pham Van Dong, Ngo Quyen, Vuong Thua Vu and Chinh Huu (planning) with the orientation of converting Da Nang industrial park (An Don) to redevelop the urban area and form a new CBD, becoming the new economic center of the city. The two high-rise buildings at the end of Pham Van Dong street intersecting with the coastal landscape route (corner of Pham Van Dong - Vo Nguyen Giap street) are architectural highlights, identification points as well as an important node on the coastal tourism landscape route along the east coast.
The complex of financial center, entertainment area, luxury apartments (high-rise) along Vo Van Kiet street and the corner of Vo Van Kiet - Vo Nguyen Giap street is a highlight that is like a symbol of the city. The works, complexes of commercial centers, hotels and luxury apartments create highlights in the open space along the Han River, notably administrative - political works, theaters, museums, libraries,... at regional and city levels; international fireworks complex with high-rise commercial service buildings; Asian park with a mixed entertainment project that can be researched up to 70 floors high.
Another highlight in this zoning plan is the open space system with the combination of water surfaces (Han River, Co Co River, Cam Le River, East Sea, Da Nang Bay,...) with green corridors along the main rivers and large parks (Ngu Hanh Son historical and cultural park, Thanh Nien park, Asia park, park at both ends of Nguyen Van Troi bridge, APEC park, thematic park in An Hai broadcasting station area, thematic park in Thuan Phuoc Bay urban area, thematic park south of Son Tra peninsula...).
The open spaces of public works - services connected to the river and the sea create a harmonious, ecological natural space. In particular, the landscape space along the Han River is the main open space of the central area, connecting the administrative, economic, cultural and tourist centers along the river and being upgraded, renovated, arranged with more green corridors, public spaces, organized with artistic lighting,... to promote the advantages of the river.
The central square space of Da Nang city (Dien Hai Citadel area, City Administration Center, Da Nang Museum and access to Han River) is planned to be invested, renovated, upgraded to be worthy of being an important open space, associated with historical and contemporary values, politics and culture, associated with the value of nature as the Han River; is the place where the city's political and cultural activities take place, serving the daily needs of people for entertainment and encouraging people to learn about the city's history. Open spaces such as 29/3 park, 29/3 square, sea squares, parks in CBD centers,... are also renovated and upgraded to serve the people and are important destinations.
Director of the Department of Construction Phung Phu Phong expects that in the coming time, Da Nang will have significant changes. The quality of urban planning and management will be further improved and the goal of renovating, embellishing and rebuilding existing urban areas will be successfully implemented. The city will overcome bottlenecks in development, create and open up new resources for urban areas in accordance with new regulations and situations. At the same time, promote the formation and development of new sustainable urban models, develop green economy, digital economy, circular economy in urban areas; improve resilience and adaptability to risks of natural disasters...
Mobilizing 800,000 billion VND for development investment The planning of Da Nang city for the period of 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1287/QD-TTg dated November 2, 2023, identifies the goal of building Da Nang city into a large, ecological, smart, unique, sustainable, international-class urban area, playing the role of a hub connecting and developing with regional and international urban networks; an international tourist center associated with an international event organization center; a center of high-tech industry and information technology; a center of startups and innovation; a regional-scale international financial center and a livable coastal city of Asian regional standard. In order to contribute to realizing the above goal, the city will mobilize resources to implement the planning through mobilizing development investment capital of about 800,000 billion VND in the 2021-2030 period, including many projects that are mobilizing resources from investors. |
