Resolutely and proactively disburse investment capital for national target programs

According to the report at the meeting, the National Target Programs for the 2021-2025 period on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas have received special attention and strong direction from the Party, National Assembly and Government to promote the implementation, organization of implementation and timely disbursement of capital for the Programs.

In 2024, Bac Giang province was assigned 1,240,477 billion VND to implement the national target program, of which the central budget is 985.22 billion VND, the provincial budget is 226,884 billion VND, and ODA capital is 28,373 billion VND.

As of February 15, 2024, localities in the province have disbursed VND 11,951 billion, equal to 1.0% of the plan.

Bac Giang province identifies 2024 as a year of special importance in creating a breakthrough and positive change in successfully implementing the goals of the Socio -Economic Development Plan and the Medium-Term Public Investment Plan for the 2021-2025 period.

To accelerate the implementation of national target programs in the coming time, the People's Committee of Bac Giang province has assigned tasks to the Chairman and Vice Chairmen of the Provincial People's Committee according to assigned fields, to strengthen field inspections, review the progress of key projects, the implementation status of national target programs; promptly give opinions and directions to resolve projects, works, and contents facing difficulties and problems to accelerate the implementation progress and disbursement of national target program projects.

For agencies in charge of implementing national target programs in the province: Clearly identify beneficiaries, avoid overlapping in terms of area and program implementation content; complete consultation and detailed allocation of remaining capital; for capital that cannot be allocated due to force majeure, consult on plans and report to the Head of the Provincial Steering Committee in the first quarter of 2024.

Preside over and coordinate with the Standing Office of the Provincial Steering Committee to organize inspections and supervisions to promptly detect and overcome shortcomings in leadership, direction and implementation; synchronously implement management measures and strengthen the integration of capital sources to implement national target programs, ensuring concentrated, economical and effective use of capital; overcome the situation of scattered, overlapping and wasteful investment; and prevent the occurrence of outstanding debts in basic construction.

Implement well the motto "The State and the people work together", implement publicity, transparency, democracy from the grassroots, promote the role of the community as the subject to fully participate in the process of planning, selecting beneficiaries, organizing implementation and monitoring, evaluating the effectiveness of program implementation.

Resolutely organize and implement compensation and site clearance work to ensure the site for implementing investment projects on schedule; promptly report and propose to the Provincial People's Committee any difficulties and problems beyond its authority.
